Roles and Responsibilities:
OPERATIONS SUPPORT SERVICES: Operations Specialist
The contractor shall provide comprehensive facility management services essential for maintaining the operational readiness and safety of Army installations. This includes acting as the primary point of contact for facility-related issues managing maintenance and repair activities overseeing budgets ensuring compliance with safety regulations and coordinating with the Directorate of Public Works (DPW). The contractor shall possess a thorough understanding of Army regulations and standards related to facility operations maintenance and safety compliance.
The contractor shall:
- Act as the primary liaison between unit leadership facility occupants and DPW to address facility-related needs coordinating all maintenance and repair activities and tracking work orders for timely completion.
- Conduct regular inspections of buildings and grounds to identify maintenance requirements reporting issues related to electrical plumbing and structural integrity.
- Oversee operational maintenance and repair budgets for assigned facilities ensuring resource allocation aligns with operational needs and serve as the units point of contact for the Organizational Inspection Program (OIP) to maintain safety and regulatory compliance.
- Facilitate building modifications renovations and new construction acceptance inspections while managing Space Management Asset Management and Accountability for designated buildings (and 5100) to optimize facility usage.
- Engage externally by attending key meetings such as the Emergency Management Working Group C5ISR Facilities Meeting and DPW Customer Focus Meeting to ensure critical actions are addressed within required timelines.
- Serve as a Contractor Escort to facilitate contractor access for ongoing projects in Buildingsand 6007 ensuring effective coordination of space measurement and maintenance activities with DPW personnel.
- Develop and implement process improvements including the installation of parking signs for visibility and organization and collaborate on updates to the Emergency Action Plan (EAP) to ensure compliance with guidelines.
- Create and maintain Quick Reference Tools such as an updated EAP booklet that provides essential links to Emergency Management Rally Points and the help desk for security personnel.
- Tracking special duty and ad hoc actions
- Coordinating facilities management
- Submitting of Work Orders in support of facilities maintenance and computer repair services
- Tracking and managing internal communications and workflow using SharePoint or other designated systems
- Preparing documentation to support equipment purchases and management
- Verifying security clearances providing security access badging providing Security Management Organization (SMO) code via the Defense Information Security System (DISS) (formerly Joint Personnel Adjudication System (JPAS)) and coordinate and provide escort duties
- Participating in recurring meetings
- Submitting requests or tickets for service
- Writing and updating scenarios for operational planning and emergency preparedness
- Preparing quarterly/annual reports
- Participating in IPTs and coordination meetings
- Safeguarding and delivering Government material
- Coordinating and aligning meetings
- Preparing meeting minutes
- Resolve all reported building electrical system operations maintenance issues and performs inspections to identify deficiencies in electrical security fire detection elevator and emergency power back-up systems.
- Prepares a variety of reports involving management and executive planning coordinating and evaluating logistical action required to support specific mission and other programs for cost analysis procurement and budget execution and contracting.
- Develops the operational procedures maintenance programs and strategy to maintain electrical/emergency systems in an operational and reliable condition to support the building in a highly efficient and economic manner.
- Unload unpack count segregate palletize and store incoming supplies and equipment in accordance with prescribed storage methods; rearranging and taking inventory of stored materials; examining stored materials and reporting deterioration and damage; removing material from storage and preparing it for shipment
- Ensure supplies and equipment are stored correctly for each type of product
Minimum Qualifications/Requirements/Certifications:
- US Citizenship and a current Security Clearance or having held one during the last two years. (History of higher clearance a plus)
- Secret clearance at hire with the ability to achieve TS/SCI
- Minimum five (5) years relevant experience required.
- Proficient in all Microsoft Office products.
- Strong written/oral communication and interpersonal skills at the SES / General Officer Level
Minimum Education:
Substitution for Education:
- 10 years of additional direct relevant technical experience may be substituted for education
Preferred Education:
- Bachelor Degree - Math Engineering Business or Sciences
