Job Summary

Summary

King County Metro Transits Employee Services Division is seeking to hire three (3) HR Analyst position to join the Leave Services team. This position offers a hybrid work environment fantastic benefits and the opportunity to provide critical support for Metro Employees seeking protected leave. The HR Analyst is a part of a professional team providing consultation and coordination in the areas of medical and protected leave services for Metro Transit which employs over 5000 staff. This position will serve as a subject matter expert within Metros Employee Services Division in the administration of the Family and Medical Leave Act (FMLA) and King County Family Medical Leave (KCFML). This position is critically important to the Metro Employees seeking assistance through medical leave processes and requires the HR Analyst to demonstrate strong collaboration skills and empathy on a regular basis.

Position Info:This recruitment will be used to fill three (3) Career Services vacancies for an HR Analyst classification within Metro Transits Employee Services addition this selection process may be used to generate an eligibility list for future Special Duty Assignment (SDA) Term Limited Temporary (TLT) and Career Service (CS) positions that may occur in this classification and work group. The eligibility pool list will be retained for 12 months from creation and may be used at the discretion of the hiring authority.

Job Duties

Applying equity and social justice principles is a daily responsibility and foundational expectation for all King County this role you will apply equity and social justice principles that exemplify shared values behaviors and practices to all aspects of this work. As the HR Analyst you will:

  • Provide consultation to management and employees on the administration of leaves in accordance with the federal Family and Medical Leave Act King County Family and Medical Leave ordinance and other federal state and local leave laws and statutes.
  • Perform case management duties in a high-volume environment for employees who need assistance and have been diagnosed with a medical condition that impacts their ability to work.
  • Administer Family and Medical Leave Act (FMLA) King County Family and Medical Leave (KCFML) Paid Parental Leave (PPL) Paid Family Medical Leave (PFML) and other protected leaves including analysis of supporting documentation eligibility determinations and case management through the leave cycle.
  • Advise management on options for employees who are unable to meet contractual requirements to work on a regular basis and/or who may be misusing sick leave.
  • Provide consultation to employees regarding specific human resources programs policies and procedures related to leave administration including the interpretation and application of regulations labor contract provisions and On-the-Job injury information.
  • Respond to inquiries from employees and management and provide technical analysis consultation and assistance regarding leave administration and absence management.
  • Act as a subject matter expert for employees and management related to various protected leaves programs.
  • Participate in meetings with divisional leaders Transit Disability Services and Metro Human Resources regarding leaves management.
  • Administer pay adjustments Personnel Change Notices time coding corrections and communicate with employees and their supervisors regarding updates to leave status.
  • Develop and provide training to team members employees and management on standard processes roles and responsibilities and approaches to leaves administration.
  • Perform other general tasks and HR functions that support the Leaves Services team including coordination with Disability Services for reasonable accommodations.

Experience Qualifications Knowledge Skills

We are looking for candidates who have:

  • Two (2) years of increasingly responsible experience in coordinating medical leave and/or disability services OR any equivalent combination of experience and education which provides the applicant with the skills knowledge and abilities required to perform the work duties and responsibilities of the position.
  • Experience interpreting and applying the FMLA ADA FLSA Title VII and applicable WAC RCWs and rulings related to disability and industrial insurance.
  • Excellent written and oral communication skills including the ability to translate technical information to non- technical audiences and the ability to adapt own communication style to professionally advise leadership suggest workable solutions and provide support.
  • Demonstrated commitment to and understanding of best practices in delivering quality customer service including effective interpersonal skills conflict resolution and the ability to promote collaboration.
  • Ability to establish and maintain effective cooperative respectful and equitable working relationships with disability services staff Metro leaders and a diverse workforce in order to effectively implement King County policies.
  • Ability to communicate policies and legal/medical terminology.
  • Ability to adapt communication style to suit situations that will include meetings with senior leadership correspondence with medical personnel and meetings with upset employees.
  • Ability to read and understand medical terminology interpret technical reports and understand disabilities.
  • Skill in effective time-management prioritization and coordination of multiple projects with critical timelines.
  • Ability to interpret and evaluate events/issues and use analytical skills to successfully anticipate recognize and resolve problems.
  • Ability to operate without well-defined policy and recognize precedent-setting situations. Proficiency in the following: PeopleSoft MS Word Excel Outlook SharePoint and Teams.
  • Experience in the design and implementation of leave training to various levels of employees within an organization.

Highly competitive candidates will have (desired but not required):

  • Knowledge of King County Metro Transit policies & procedures.
  • Experience working with large unionized organizations/agencies and/or public sector experience.
  • Bachelors degree in Human Resource Management or related field.
  • Relevant certification(s) such as a Professional Human Resource designation (SPHR PHR SHRM- SCP or SHRM- CP) Certified Leave Management Specialist (CLMS) or Certified Disability Management Specialist (CDMS).
  • Knowledge of protected leaves and employee benefits.
  • Experience training management and staff regarding their responsibilities and legal obligations on issues such as federal state leave benefits medical absence and accommodation issues and disability discrimination or harassment.
  • Experience providing support for internal investigations and/or interpreting contractual language for consistent HR administration.

Necessary Special Requirements:

A valid Washington State drivers license or proof of mobility to travel around the County as required.

Other Position Information

Work Location: This is a hybrid position. The team works in a hybrid model with days in the office as well as telecommuting. The ratio of remote to onsite work is currently in onsite typically once per week but will be dependent on business needs and is subject to change. The primary onsite location is King Street Center 201 S. Jackson Seattle Washington 98104.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the departments hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Work Schedule: This position is non-exempt from the provisions of the Fair Labor Standards Act and is overtime eligible. The typical workweek is 40 hours per week Monday Friday.
