Brentwood Borough Council and Rochford District Council work in partnership andthis role is toprovide support to both organisationson s.106 negotiationsandmonitoringincludingtheCommunity Infrastructure Levy and its identified funded community projects for Brentwood Borough Council.

About the role:

The successful candidate will play a pivotal role in managing and administering the governance of Community Infrastructure Levy (CIL) receipts and Section 106 (S106)obligations and funds. This is an exciting opportunity to join a dynamic team ensuring compliance with legislation while delivering tangible benefits to the community.

Youwill support the delivery of policyexpenditureandgovernance processes for CIL receipts and strategic S106 funds. Youwill provide advicetodevelopers councillors council officers and third-party providerson CIL and S106 monitoring matters.

As our CIL and S106 Officer you will be part of the Strategic Planning team working across both Councils.

Ifyouarean experienced professional with an excellent understanding of CIL and S106we want to hear from you.

Key responsibilities:

  • Managemaintainand update databases and systems for tracking CIL and s106 agreements
  • Monitor compliance with S.106 legal agreements through regular liaison with developersandcase officers
  • Tracking of financial contributions and obligations and enforcement fornon payment.
  • Prepare the CIL spending plan and ensure funds are spentin accordance withthe Councils governance arrangements
  • Prepare reports to senior leaders and members including statutory reports (e.g. Infrastructure Funding Statements) on CIL and s106 income expenditure and project delivery.
  • Manage any appeals under the CIL Regulations
  • Support Freedom of Information (FOI) requests
  • Establish effective and professional relationships with stakeholdersand partners
  • Provide CIL and s106 guidance to officers and developers
  • Deliver excellent customer service

We work in a hybrid waywithoffice attendancevarying between both Brentwood Borough and Rochford District Councilin addition to home working and based on the needs of the service.

About the candidate:

We are looking forsomeone with experience in managing a system formonitoringfinancial figureswith a demonstrable understanding of s.106 agreements and Community Infrastructure Levy.A working knowledge ofExacomsoftware would be an advantage.

A proven knowledge of the workings of localgovernment andthe wider public sector is a of working in the planning system in a political environment would be advantageous.

Youmustpossessthe ability to interpret legal agreements legislation and policies accurately and able to communicate these in a concise will be articulate both in your verbal and written communications and able toform strong professional relationships with all stakeholders and partners.
