About us

The Queensland Fire Department (QFD) provides fire prevention preparedness and response services to fire in the built and landscape environments as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response including road crash rescue bushfire hazardous material technical and vertical rescue severe weather incidents remote and swiftwater rescue and provides a number of functions supporting community safety outcomes.


The department encompasses Queensland Fire and Rescue (QFR) Rural Fire Service Queensland (RFSQ) as well as the broader department which work together to pre-empt prevent mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.

Purpose of role

The QFD Information and Technology Directorate support the departments operations and organisational capability by facilitating developing and managing technological solutions and initiatives. As part of delivering quality services our vision is to make Information Communication and Technology (ICT) simplified smarter connected and user-friendly. Our teams are responsible for ICT investments governance portfolio projects and assurance activities including the implementation of transformation programs through IT planning change management and advice and provisioning of reliable secure and fit-for-purpose IT solutions that achieve optimal outcomes and enable operational front line and corporate services to deliver on their capabilities and organisational objectives.


The role of the Senior Change Analyst ICT Projects is responsible for facilitating and coordinating organisational change management activities to ensure smooth transitions and successful implementation of key ICT Projects. You will be involved in stakeholder engagement change impact and training needs analysis and well as the development of change communication and training plans. This position offers a challenging and rewarding opportunity to play a pivotal role in enabling QFD ICT initiatives.

Highly desirable requirements

  • Demonstrated experience as a Change Analyst on complex ICT-enabled organisational change projects and ability to collect extract interpret and analyse data to report on and provide sound recommendations and advice.
  • Demonstrated knowledge and understanding of best practice change management principles methodologies tools and the QFD Approach to Change framework.
  • Ability to integrate change management activities into overarching ICT project management methodologies such as PRINCE2 Agile and human-centred design ways of working.
  • Experience in conducting change impact assessments and developing change communication and training plans and other related documentation.

Your key accountabilities

Your part in the ongoing success of our department in supporting key frontline services will see you responsible for a variety of work including but not limited to:

  • Develop and implement comprehensive change management plans that consider the unique challenges and opportunities for the QFD workforce and that will enhance staff capabilities enable adoption and embedding of the change.
  • Collaborate with project teams to integrate change management activities into overall project plans and develop and deliver effective communication that fosters a collaborative and adaptive culture of continuous improvement.
  • Provide advice and work collaboratively with business and project stakeholders to plan and conduct change impact assessments and identify change activities that will address the impacts risks and issues associated with people process and technology change.
  • Design and implement high-level communication strategies to ensure business requirements are translated into documentation and fit-for-audience communication artifacts are developed to support organisational change activities.
  • Build and maintain strong relationships with internal and external stakeholders to ensure business impacts and concerns are well understood and effective change management and engagement activities are planned scheduled and delivered.
  • Conduct training needs analysis for impacted stakeholder groups and support the development of training plans to ensure that transformation strategy and transition planning meet program objectives.
  • Develop and implement evaluation activities related to stakeholder engagement change readiness training delivery and communication to manage stakeholder expectations generate buy-in to the solution and ensure organisational alignment.
