The Veterans Service Officer Supervisor plays a critical leadership role in supporting veterans and their families by ensuring they receive the benefits and services theyve earned.

This position reports to the Economic Services Director Phillip Hardin and is responsible for supervising a small team of 34 staff while also carrying a caseload to ensure high-quality service delivery to veterans and their families.

This role is based at 40 Coxe Ave and follows a standard work schedule MondayFriday 8:00 a.m. to 5:00 p.m. schedule. We are looking to fill this position as soon as possible with a motivated professional who brings strong supervisory skills and a passion for serving the veteran community. Experience working with the military or navigating Veterans Affairs at the federal level is strongly preferred.

Purpose of the position:
The purpose of this position is to provide direct service and supervision for the Veterans Service Department to assure timely andaccurate service delivery to Buncombe County Veterans.

Minimum Education Training and/or Experience (required at time of hire):

Graduation from a four-year college or university andthree (3) years of experience in personnel budgeting research or administrative management preferably involving participation in theplanning and management of a business or governmental program; or an equivalent combination of education and experience.

Additional Training and Experience:

Experience working with veterans and the Federal Veterans Administration. Honorably dischargedveterans preferred.

License or Certification Required by Statute or Regulation:

Maintain accreditation as a Veterans Service Officer through the NCCVSO;maintain accreditation through the American Legion

Supervisory/Leadership Responsibilities:

Supervise a group of employees with responsibility for assignment and flow of workemployee development appraisal and eliminating ordinary difficulties. Work activities likely affect the accuracy reliability oracceptability of services to the extent that others rely on the advice given in order to make decisions.

Essential Functions of the position:

  • Ensure a fully staffed competent workforce and a safe and supportive work environment for all employees.

  • Personnel Management: Hire develop evaluate performance provide feedback and disciplinary action as needed; developand maintain a positive teamwork environment; provide effective clear and timely communication.

  • Administer and assure compliance with all County and human resource policies including those covered by local state andfederal laws.

  • Assure compliance with all applicable policy rules and governmental statutes (local state and federal) specific to programarea including providing technical advice.

  • Direct and coordinate the activities of the veterans service program to ensure eligible veterans their dependents andsurvivors obtain the appropriate Federal State and County benefits.

  • Provide direct service to assist Veterans in determining eligibility of all program services.

  • Plan develop recommend and review techniques service delivery methods standards policies and procedures to identify gapsin resources and to recommend improvements.

  • Performs other related duties as assigned.

Knowledge Skills Abilities:

  • Considerable knowledge of social and economic factors and problems existing in the community.

  • Considerable knowledge of modern office procedures practices and equipment.

  • Thorough knowledge and understanding of current veterans laws eligibility criteria regulations policy and guidelines aswell as agency policy regulations and procedures.

  • Ability to interpret and apply the various laws regulations and directives relating to veterans benefits and to explain these insimple terms to others.

  • Ability to elicit information and explain complex programs and policies in easily understandable terms to individuals ofvaried educational social and economic backgrounds.

  • Ability to communicate in a tactful and courteous manner to establish a rapport with clients and their dependents exercisesound judgment and effectively de-escalate individuals.

  • General knowledge of all agency and community programs and services which could affect the client/applicant.

  • Ability to initiate and install administrative programs and procedures and to evaluate their effectiveness.

  • Ability to direct and supervise a staff of employees engaged in a variety of activities.

  • Ability to maintain working relationships with administrative supervisors associates and social medical legal civic and religious organizations.
