Job Summary

JOB PURPOSE

Define adapt plan and supervise the implementation international HR strategies for the pool of candidates under the scope of MSF South Asia in order to contribute in the operational HR needs of MSF globally.

Being a strategic partner to OCs HR vision and contributes to the definition and implementation of their staffing model to ensure the regional perspective is well represented for the HR capacity required sizing and improving peoples capabilities in order to meet the operational needs of the MSF globally.

KEY ACCOUNTABILITIES
In collaboration with Career Management and Recruitment Manager support the MSF South Asia staffing goals as outlined in the Strategic Plan
  • Develop implement and maintain an integrated recruitment strategy in line with MSF South Asia Strategic Plan.
  • Keep abreast of the HR needs in operational centres and manages recruitment and selection activities accordingly
  • Together with L&D advisor develop the learning pathways that contribute to the development and retention of the regional pool.
Deliver a comprehensive end-to-end staffing model and ensure sourcing of the pool of candidates from South Asia region for MSF projects worldwide.
  • Translate the overall HR strategy in specific operational activities for attracting retaining and placing the right candidates in field positions.
  • Establish and maintain effective relationships in the South Asian labour market with relevant professional and medical institutions and other organisations to promote and raise awareness about (working for) MSF recruitment and retention.
  • Ensure that all recruitment and retention activities comply with HR policies legal requirements and HR best practices.
  • Manage recruitment administrative and career management teams towards the above goals.
To represent MSF South Asia at the Recruitment and Pool management Platforms within OCs.
  • Develop and maintain an active network with relevant HR counterparts within MSF. Represent MSF South Asia Field HR department at relevant international MSF platforms
  • Ensure the maintenance of relationships with the MSF operational centres to facilitate placement of field staff and adherence to terms and conditions
Monthly reporting duties accountability for plans and actions
  • Oversee monthly HR Reports of IMS Cycle Management to the Director HR & Facilities.
  • Drive accountability controls and reviews for adequate annual budget and sign off on identified HR expenditure
  • Reports within the planning and control cycle and gives input to the planning cycle e.g. proposing budgets and resources related to the desired activities;
  • Carries out financial and HR management within the allocated resources and frameworks and planning
Management of MSF SA mobility dossier
  • Oversee OCA mobility dossier (both LHS and HQ staff) in collaboration with OCA HR team
  • Support mobility dossier for the region as and when required.
  • Provide accurate mobility data to international platform
Miscellaneous
Manage stand -alone projects and activities in the Department like mobility project regional recruitment etc.

  • Management of 4 verticals with 7 Direct Report Recruitment Career Management and Admin Support Mobility

Requirements

Educational Qualifications & Functional / Technical Skills
  • Minimum Bachelors degree preferably in Management/ Human Resources/Humanitarian Operations
Relevant Experience (Type of experience and minimum number of years)
  • Minimum 5 years work experience in humanitarian/NGO sector
  • Minimum 2 years work experience in the coordination/leadership roles in International NGOs field context
  • International exposure in recruitment and career management is highly desirable. Candidates should be experienced in sourcing talent globally implementing recruitment strategies and facilitating career development initiatives tailored to diverse contexts.
  • Preferable Work experience with MSF in International field context.
Other requirements
  • Willingness to travel
  • Fluent in written and spoken English
  • Good administrative skills
  • Experience in data analytics advanced user of MS excel
  • High level of integrity
