Fiscal Analyst 4

Would it sound exciting to have the opportunity to shape the financial foundation of a statewide program that help Washington residents access food assistance employment support and training services DSHSs Economic Services Administration is hiring for a Fiscal Analyst 4 to join their team in the Finance and Financial Resources; Federal Accounting & Reporting Unit of the Accounting Section. As a Fiscal Analyst 4 you will serve as a trusted financial expert guiding program leaders through complex fiscal questions maintaining accurate accounts and ensuring public funds are managed with precision and integrity.

This role provides essential high-level support by overseeing daily operations for the Basic Food Employment and Training (BFET) program; independently maintaining the payable and accounting records that support this statewide this position you will interpret financial data identify emerging issues and translate detailed information into clear guidance for decision-makers. Your work will strengthen internal controls support compliance with state and federal requirements and help the programs anticipate the impact of policy or funding changes. You will also resolve discrepancies prepare key financial reports and advise managers on trends risks and opportunities.

Please note:This positionhas a duty station of Olympia however it is currently approved for telework. This could change based on business needs. Some travel may be required periodically as business needs allow.

Some of what youll be doing:
  • Provide fiscal guidance to program leaders by reviewing financial data identifying issues and explaining complex information in clear terms.
  • Ensure compliance with state and federal requirements by reviewing policies monitoring rule changes and applying internal controls.
  • Manage and process a high volume of financial transactions including payments account coding journal entries and cash receipting.
  • Review audit and reconcile billings expenditures and discrepancies working directly with vendors and staff to resolve issues.
  • Monitor contracts to confirm spending aligns with fiscal terms limits and documentation requirements.
  • Support statewide reporting by preparing financial statements budgets projections and closing activities for fiscal year and biennium cycles.
  • Assist managers by developing procedures participating in training efforts and providing backup support for contract reviews budgeting federal reporting and monitoring sub-recipients.
  • Use financial systemssuch as the Agency Financial Reporting System Enterprise Reporting Business Intelligence and Microsoft Officeto analyze track and maintain accurate records.
  • Participate in workgroups meetings and audits offering solutions and contributing to improvements in financial practices.
  • Deliver effective PowerPoint presentations as needed and facilitate Statewide Provider meetings quarterly.

Who should apply
Professionals with a bachelors degree* which includes 12 semesters or 18 quarter hours in accounting auditing or budgeting AND three to four years of
relevantprofessional experience**.

*Note: Professional experience may substitute for education but not for the credit hours.
**Note: A masters degree in a financial related field certification as a Public Accountant Internal Auditor Certified Government Financial Manager or Management Accountant can be substituted for professional experience.

  • System proficiency: Experience using financial systems and reporting toolssuch as the Agency Financial Reporting System Enterprise Reporting Business Intelligence and Microsoft Officeto complete analysis and maintain accurate records.
  • Trusted judgment: Capacity to make informed decisions assess risks protect sensitive information and manage competing deadlines independently.
  • Collaboration and relationship-building: Ability to work effectively with managers vendors contractors and partners while navigating complex or stressful situations.
  • Adaptability: Comfort adjusting to changing business needs shifting priorities and new fiscal requirements.
  • Organization and prioritization: Ability to manage a high volume of tasks meet deadlines and maintain accuracy and attention to detail.
