Job Summary

Administrative Manager - Non-Managerial from M1/M2 L3-1002C Open to permanent DOHMH employees only.

The Bureau of Environmental Sciences and Engineering (ESE) is a team of over 125 professionals committed to reducing environmental and engineered hazards in NYC. We oversee water systems in both natural and built environments as well as radiological materials and equipment.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
-Provide overall program administration and daily supervision for the Bureau of Environmental Sciences and Engineering (ESE) administrative and clerical team.
-Develop and implement various policies and procedure for improvements of administrative functions and programs.
-Manage monitor review and adjust all spending for ESE from various funding sources for personnel and other than personnel services.
-Manage monitor submit and track all intra-city and state awarded grant projects for ESE. Oversee review and monitor ESE contracts and coordinate documentation and tracking with the Division of Environmental Health and Fiscal Management to ensure timely contract initiation.
-Develop contracts and purchase orders and provides subcontractor and vendor activity oversight in collaboration with the Office of Agency Chief Contracting Officer (ACCO).
-Manage and monitor all personnel actions including hiring and recruitment timekeeping and payroll actions. Initiate and track action in an electronic personnel action tracking system (PATS). --Manage ESE recruitment including managing positions lists organization charts vacancy reports and budgets.
-Monitor ESE Overtime Salary Cap Waivers to ensure staff does not exceed the agency salary percentage cap.
-Manage administer control ESEs telecommunication equipment on repair cost stolen re-assignment new allocations and relinquishments and yearly budget chargebacks.

PREFERRED SKILLS:
-Degree in Business Finance Economics Public Administration HR or Health Care Administration.
-Knowledge of federal state and local regulations; ability to support policy and legislative work.
-Experience planning and evaluating programs or projects.
-Strong communication skills and ability to create clear materials.
-Organized flexible and able to work in fast-paced or emergency settings.
-Strong interpersonal skills; able to work independently and in teams.
-Proficient in MS Office.

Qualifications :

1. A baccalaureate degree from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning allocation for resources and the scheduling and assignment of work 18 months of which must have been in an administrative managerial executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory full-time progressively responsible experience as described in 1 above 18 months of which must have been in an administrative managerial executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory full-time progressively responsible experience as described in 1
above 18 months of which must have been in an administrative managerial
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to 1 2 or 3 above. However all
candidates must possess the 18 months of administrative managerial executive or supervisory experience as described in 1 2 or 3 above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative managerial executive or supervisory
experience described in 1 2 or 3 above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
