Were proud to be shaping some of the most complex and transformative infrastructure projects in North America.In partnership with Metrolinx ACCIONA is playing a key role in the design and construction of the Eglinton Crosstown West Extension (ECWE) a 9.2-kilometre westward addition to Torontos Line 5 light rail transit network. This major infrastructure project includes seven new stations and installation of rail and systems under a progressive design-build model.
Beyond its technical scope the ECWE project represents a significant investment in sustainable urban mobility expected to reduce greenhouse gas emissions by up to 5800 tonnes annually and eliminate over 6.5 million vehicle trips each year when combined with the full Line 5.

The OCS & Power Supply Estimator will support the pre-construction and delivery phases of the Eglinton Crosstown West Extension LRT. This role is responsible for developing accurate cost estimates and budgets for all Overhead Catenary Systems (OCS) and power supply infrastructure including substations feeder stations traction power distribution networks and related electrical systems. The estimator will collaborate closely with engineering design procurement and construction teams to ensure cost certainty and effective risk management across the project lifecycle.
Job Description
Key Responsibilities:
Prepare detailed cost estimates for OCS and power supply systems including substations feeder stations traction power distribution networks and OCS hardware (poles cantilevers wires insulators anchors).
Perform quantity take-offs from drawings specifications and BIM models.
Develop and maintain unit rates for OCS components cabling substations and installation activities.
Collaborate with designers engineers and construction managers to validate constructability phasing and methodology impacts on cost.
Support value engineering exercises by identifying cost-saving alternatives and system optimization approaches.
Analyze subcontractor/vendor pricing and provide bid evaluations.
Support tender preparation and submission for design-build or P3 infrastructure contracts.
Participate in risk and contingency analysis particularly for power supply interfaces third-party utilities and OCS installation methods.
Track and update market trends in construction labor electrical materials and OCS/power equipment pricing.
Provide input for project budgets cost planning change orders and claims.
Required Skills and Competencies
Degree or diploma in Electrical Engineering Construction Management Quantity Surveying or related discipline is preferred.
7 years of experience in estimating OCS and/or traction power systems preferably for major rail/transit infrastructure projects.
Strong understanding of OCS design traction power systems and installation methods for LRT or heavy rail environments.
Proficiency with estimating software (e.g. CostX HCSS HeavyBid Sage Estimating or similar) and Microsoft Excel.
Familiarity with BIM/Revit/Civil 3D for OCS/power take-offs is considered an asset.
Demonstrated ability to work under tight deadlines in a collaborative environment.
Strong communication and analytical skills with high attention to detail.
Competencies:
Expertise in estimating OCS and traction power supply systems.
Strong knowledge of construction means methods and sequencing for OCS installation and power supply works.
Vendor/subcontractor engagement and evaluation skills.
Ability to manage multiple priorities and meet deadlines.
Proactive problem-solving and team collaboration.
