SUMMARY
Professional entry-level work performing analytical activities that are generally procedural recurring and programmatic in nature.
Positions allocated to this classification report to a designated supervisor and work under general supervision. Work in this class is distinguished from other classes by its lack of supervisory duties and by its entry-level analytical duties.

ESSENTIAL JOB FUNCTIONS
Depending on area of assignment:
Receives and reviews purchasing and payment documents assigns appropriate budget accounts and issues purchase orders. Coordinates billing closeout procedures and prepares and distributes billing requests as applicable. Prepares requests for proposals and processes contracts for various service providers.
Prepares bid specifications and analyzes bid clarifications and exceptions to determine materiality. Prepares analysis of quotations to insure conformity with specifications and most satisfactory source of supply.
Analyzes contracts agreements and terms and conditions to assure clarity and protection of the Citys interests both GRU and General Government. Verifies contracts have met all requirements before execution. Implements contract execution procedures ensuring proper review approval and execution.
Provides oversight of departmental programs as required (e.g. Small and Minority Business Development and Procurement Card).
Plans and implements inventory control procedure changes. Analyzes stock levels and supervises inventory counts.
Monitors departmental budget and assists in annual budget process.
Monitors input/output accuracy and integrity of data in automated systems and distributes associated reports to appropriate staff users and management.
Queries and extracts data to develop and distribute reports used in measuring established indicators pension investment activities and actuarial studies and valuations.
Monitors performance of Citys investment funds and investment managers adherence to guidelines. Summarizes data on current and long-term trends on investments risks and measurable economic influences relevant to current status of investments. Analyzes and reports to the Board of Trustees on the composition of the Citys equity portfolio as a part of the Citys divestiture process.
Negotiates sale and purchase of investments records transactions and coordinates transfer of funds. Updates and projects estimated investment and earnings information.
Monitors and tracks daily repurchase agreement with the bank. Verifies accuracy of monthly custodian bank reports and reconciles to investment manager reports.
Prepares cost benefit and/or cash flow analysis. Prepares cost effectiveness studies.
Acts as liaison to various Boards and Committees: schedules and coordinates meetings and prepares and distributes Board and Committee meeting agendas packets and minutes.
Attends work on a continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
Depending on area of assignment:
Assists in identifying user needs for automated information systems.
Assists in formulating operating procedures for assigned division.
Assists departments in developing service goals objectives and standards.
May act in absence of supervisor.
Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully an individual must be able to perform each essential job function satisfactorily. Below are the required education experience knowledge skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Bachelors degree in business or public administration finance or a related field and two (2) years of experience in financial operational fuels or marketing analysis or six (6) years of related analytical experience (with no degree) or an equivalent combination of education training and experience which provide the required knowledge skills and abilities.
Note: Professional certification through National Association of Purchasing Management National Institute of Governmental Purchasing or Institute for Supply Management may fulfill the above educational requirements for Purchasing Department Analyst positions.

Thorough knowledge of organization structure functions internal relationships and interactions with other levels of organization.
Thorough knowledge of purchasing and contract administration principles and practices and of rules and regulations governing organization procurement activities.
Thorough knowledge of office procedures and practices business English spelling and commercial arithmetic.
Ability to communicate effectively both orally and in writing.
Ability to work effectively with elected officials charter officers department heads representatives of other agencies other city employees and the general public.
Thorough knowledge of inventory control methods and procedures used in the receipt storage and issuance of merchandise.
Working knowledge of personal computers and relevant software.
Knowledge of statistical and economic analysis techniques and modeling and ability to apply such knowledge in the preparation of studies and forecasts of services.
Thorough knowledge of accounting budgeting and financial management principles practices procedures and the ability to apply such knowledge to financial transactions.
Working knowledge of office equipment Electronic Data Processing (EDP) methods and practices particularly related to financial information.
Ability to develop long-term plans and programs and to evaluate work accomplishments.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
To perform this job successfully an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
