Description

The City of Richmond is seeking a highly qualified incumbent for the position of Business Manager to provide professional-level support to the Chief Administrative Officer (CAO) by managing office operations coordinating executive projects and conducting operational and financial analysis. This position functions as a key liaison between the CAO internal departments elected officials and external stakeholders. Work requires independent judgment strong project management skills and substantive knowledge of applicable policies and procedures to evaluate issues recommend solutions and ensure organizational efficiency.

Duties include but are not limited to


  • Oversees daily operations of the CAOs office ensuring effective workflows resource management and professional communications.
  • Coordinates communications and activities between the CAO department directors elected officials and community stakeholders.
  • Supports preparation and coordination of materials for public meetings briefings and media events.
  • Leads and monitors high-priority projects and initiatives on behalf of the CAO.
  • Tracks action items assigned to departments or external entities and ensures timely completion.
  • Gathers compiles and analyzes complex data to inform decision-making.
  • Prepares and presents reports with findings recommendations and performance measures.
  • Serves on inter and intra departmental task forces committees and special projects.
  • Coordinates and monitors project and office budgets including forecasting reconciliations and expenditure tracking.
  • Conducts operational and financial analyses to support executive decision-making.
  • Drafts proofreads and edits correspondence reports and presentations for the CAO.
  • Develops and presents data-driven updates for leadership and stakeholders.
  • Provides training and knowledge-sharing sessions to staff regarding office systems project workflows and process improvements.



Qualifications Special Certifications and Licenses

KNOWLEDGE SKILLS AND ABILITIES:

  • Local government functions and practices of law offices and reporting measures
  • Standard office procedures
  • Proficientwithstandard office equipment such as computers laptops printers scanners fax machines telephones and mobile devices
  • Proficientwith software such as the Microsoft Office Suite databases Case Management Systems and RAPIDS
  • English language and grammar

Skills (some combination of the following):

  • Running queries in Excel to formulate accurate and needed data
  • Demonstrating excellent customer service to internal and external customers
  • Leadingothers including training and evaluating work

Abilities (some combination of the following):

  • Work efficiently in a fast-paced environment
  • Multi-task
  • Manage multiple schedules at once
  • Research best practices
  • Write professional letters and memorandums
  • Pay attention to detail

MINIMUM TRAINING AND EXPERIENCE:

  • Associates degree in a related field such as business administration
  • Bachelors degree is preferred
  • Three years of advanced administrative support customer service and paraprofessional analytical work preferably with experience supporting an organizations top executives.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

Physical Requirements and Working Environment:Due to the nature of work assignments incumbents must be able to perform detailed work on multiple concurrent tasks with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly talk hear see and perform repetitive motions; frequently reach and finger; and occasionally climb balance stoop kneel crouch crawl reach stand push pull lift walk grasp and feel. The working conditions may not include environmental terms of the physical strength to perform the essential duties this classification is considered to be sedentary exerting up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects.
