Job Description

The Deputy CIO Chief Enterprise Officer will act as a strategic partner and advisor to the Chief Information Officer providing high-level support to drive key initiatives and manage critical projects. This role requires a dynamic and highly organized individual who excels in managing complex processes facilitating communication and ensuring the successful execution of the CIOs strategic objectives.

The Deputy CIO Chief Enterprise Officer is responsible for overseeing and managing department IT directors who lead smaller IT departments across various City departments. This role serves as a liaison between the central Office of Innovation and Technology and individual department IT operations ensuring alignment of IT strategies operational efficiency and technology innovation within smaller diverse City departments. The Deputy CIO Chief Executive Officer will collaborate with the Chief Information Officer to implement IT policies manage department-specific projects and support strategic technology goals across all departments.

The Deputy CIO Chief Enterprise Officer is a key leadership role is a key leadership role responsible for managing organizational transformation and ensuring the resilience of the Citys IT infrastructure. This role focuses on leading city-wide IT change management initiatives including the adoption of new technologies and processes while developing and implementing a robust COOP to safeguard IT operations during emergencies or disruptions. The Deputy CIO Chief Enterprise Officer will work closely with department heads IT staff and external stakeholders to ensure seamless change execution and business continuity.

Essential Functions

Leadership and Supervision of Department IT Directors: Directly manage department IT directors within over 25 IT departments across the City. Provide leadership guidance and support to ensure alignment with the Citys overall IT vision and strategy.

IT Strategy Execution: Collaborate with the CIO to ensure each department IT unit executes its own IT strategy in harmony with the Citys broader strategic objectives including cybersecurity digital transformation and service delivery improvements.

Departmental IT Operations Oversight: Oversee the operations of smaller IT departments including software development infrastructure support cybersecurity and service management. Ensure IT departments deliver consistent and reliable services to their respective departments.

Cross-Department Collaboration: Foster a culture of collaboration between department IT directors and the central Office of Innovation and Technology. Facilitate the sharing of best practices technology resources and unified approaches to problem-solving.

Technology Innovation: Promote technology innovation within smaller departments by identifying emerging trends and recommending technologies that enhance operational efficiency and service delivery.

Performance Management and Metrics: Develop and track key performance indicators (KPIs) for each department IT director. Evaluate department-level IT services identify areas for improvement and promote accountability in achieving technology goals.

Vendor and Contract Management: Support department IT directors in the selection and management of technology vendors and service contracts. Ensure compliance with city procurement policies and oversee contract negotiations.

COOP & Disaster Recovery Development and Oversight: Lead the development implementation and maintenance of the Citys IT Continuity of Operations Plan (COOP). Ensure the Citys critical IT services can continue to operate during emergencies disasters or disruptions.

Risk Management: Identify potential risks related to change initiatives and IT continuity. Work with the CIO and relevant teams to develop risk mitigation strategies ensure preparedness and implement preventative measures.

Organizational Impact Analysis: Assess the impact of IT changes on various departments processes and staff. Collaborate with department leaders to minimize negative impacts and ensure smooth transitions.

IT Disaster Recovery Planning: Oversee the development and maintenance of disaster recovery plans that align with COOP. Ensure these plans are regularly updated tested and ready for deployment in the event of a crisis.

Business Continuity Exercises: Coordinate and lead regular business continuity and disaster recovery drills for IT teams and departments. Evaluate the results of these drills and make necessary updates to plans and protocols.

Performance Metrics and Monitoring: Establish and monitor key performance indicators (KPIs) for change management initiatives and continuity planning. Track progress and effectiveness of change efforts and ensure COOP protocols meet operational standards.

Crisis Leadership: Act as a primary point of contact for IT leadership during disruptions or emergency situations. Provide guidance and direction during the activation of COOP and ensure that IT services are restored or maintained.

Qualifications :

Education: Bachelors degree in Information Technology Computer Science or comparable leadership and experience totaling at least 10 years is required.

  • Experience: Minimum of 8-10 years of progressively responsible IT management experience including 3-5 years in a leadership role managing IT departments or units. Experience managing multiple smaller IT departments within a large organization is highly desirable.
  • Leadership Skills: Strong ability to lead and manage multiple teams and department directors. Experience in mentoring leaders managing cross-functional teams and fostering collaboration across departments.
  • Communication Skills: Excellent verbal and written communication skills. Proven ability to convey technical concepts to non-technical stakeholders and build strong relationships with department heads.
  • Technical Knowledge: Broad understanding of IT infrastructure software development cybersecurity and digital services. Experience in government IT management is a plus.
  • Project Management: Demonstrated experience in managing and executing complex IT projects with department-level impact. Familiarity with project management methodologies (Agile PMP) is a plus.
  • Analytical and Problem-Solving Skills: Ability to analyze department-level technology challenges recommend solutions and implement effective strategies.
  • Collaboration: Proven ability to work in a matrixed environment and coordinate IT efforts across multiple departments with diverse needs and goals.
  • Budgeting and Resource Management: Strong financial acumen with experience managing IT budgets contracts and resource allocation.

Salary: $170k-$185k
