King County Metro is seeking an experienced and professional Project Program Manager IV - Public Records Officer and Records Mgmt. Supervisor. In this role you will have the opportunity provide leadership oversight and accountability for the Departments Records Management and Public Records Programs.
The Public Records Officer will serve as the lead and subject matter expert as it relates to theWashington Public Records Act (PRA)and the departments records management practices. This position will provide consultation and management of all types ofrecords management policies andpublic records requests made under the PRA. Duties will include providing coordination services managing large and/or complex public recordsrequestsand providing expert level advice and consultation to staff and senior department/division leadership. This position will berequiredto work with individuals of manydifferent backgroundsand trades with varying levels of understanding of public records requirements varying degrees of technologicalexpertiseand varying skill levels.
This recruitment will be used to fill a Special Duty Assignment (SDA)/Term-limited Temporary vacancy through December 31 2027 with possibility of extension.
This recruitment will be used to fill one SDA/TLT addition this selection process may be used to generate an eligibility pool for future SDA/TLT vacancies that may occur in this classification within this workgroup. The eligibility pool will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority.

As a Project Program Manager IV - Public Records Officer and Records Mgmt. Supervisor you will:
People Management
- Supervise the team of three (3) Public Records Officers (Project/Program Manager III positions).
Provide excellent customer service skills both internally and externally demonstrating ability to build effective working relationships team dynamics and foster a culture of inclusion and belonging.
Records Management Program
- Serve as the Agency Records Officer for King County Metro
- Serve as a liaison between Metro and the King County Records Management Program
- Manage and oversee records management processes in compliance with state laws and county policies and procedures.
- Lead develop and coordinate guidance process and policies to all organizational levels regarding records management compliance and risk mitigation; provide strategies for achieving compliance within current and future records systems; ability to provide advice and consultation to leaders and to influence decision making or change.
- Lead the development and implementation of the departments ongoing records management practices coordinating practices policies and needs in partnership with the Employee Services Division and other internal workgroups.
- As the primary liaison and lead consult with the Metros General Council and the Prosecuting Attorneys Office on legal issues related to records management.
- Oversee the departments compliance with Records Management policies and procedures and retention schedules
- Develop coordinate and present training to staff on Records Management processes to ensure compliance and standard work
- Provide department leadership and representation on countywide planning of records management practices
- Lead the development and implementation of updated department records management plans in coordination with other agency staff and division representatives.
Public Disclosure Program
- Manage and oversee public disclosure requests in compliance with the Washington State Public Records Act (RCW 42.56) and King County policies and procedures.
- Provide high-level expertise and support to the various divisions and sections within the department.
- Communicate and meet with record custodians and requestors to facilitate timely and thorough responses to public records requests.
- Oversee and create project plans and advise public records leads regarding the creation of response plans for high volume request types as well as large and complicated PRA requests.
- Review responsive records for redactions and withholding exemptions.
- Maintain and monitor tracking of public records requests for the department.
- Utilize project management and technology skills to lead response guide staff or respond to large and/or complex public records requests made to divisions and sections within the department.
- As the primary liaison and lead consult with the Metros General Council and the Prosecuting Attorneys Office on legal issues related to public records requests
- Oversee the departments compliance with policies and procedures for public records disclosure.
- Develop coordinate and present training to staff on the Public Records Act processes to ensure compliance and standard work
- Serve as technical expert for complex research and analysis related to public records requests
- Process a variety of public records requests using information management systems to coordinate collection.
- Provide department leadership and representation on countywide public records practices
- Lead the development and implementation of updated public records plans in coordination with other agency staff and division representatives.
Discovery and Litigation response
- Identify and coordinate production of public records in keeping with timeliness standards required by the law coordinating with attorneys as needed or requested
- Track and coordinate all discovery requests and legal holds for the department.
- Serve as technical expert for complex research and analysis related to discovery e-discovery and legal holds.
- As the primary liaison and lead consult with the Metros General Council and the Prosecuting Attorneys Office on legal issues related to legal holds and discovery and litigation.
Request for Information response
- Lead and manage complex information requests from initiation to final resolution ensuring adherence to statutory deadlines and internal protocols.
Perform other duties as assigned
Experience Qualifications Knowledge Skills
- At least five (5) years demonstrated experience managing public records requests per the Washington State Public Records Act (RCW 42.56) including:
- Coordinating responses from multiple records holders
- Ensuring accuracy and completeness of responses
- Knowledge of exemptions and withholding requirements
- Ensuring deadlines are met
- At least two (2) years of experience working with records retention schedules inventorying records of work units creating retention schedules updating schedules as necessary and following proper procedures for dispositioning records including authorizing destruction.
- Formal or informal supervisory experience
- Are technical experts(advanced knowledge) with state and local laws regulations policies and procedures relating to the Public Records Act records retention and office technology.
- Proficient using Microsoft Word Excel Outlook and SharePoint. Experience using e-discovery tools electronic records management and public records request tracking system. Familiarity with government agencies or knowledge of King Countys records systems.
- Ability to handle multiple competing priorities organize and manage workload and make decisions necessary to respond in an expeditious manner.
- Are experienced leaderswith the ability to provide staff with mentoring coaching and training as well as monitoring records production.
- Are excellent written and verbal communicatorsand can build effective working relationships with multiple stakeholders and customers internal and external to the department.
- The ability to provide strong customer service skills with all internal and external customers.
- Are able to monitormultiple complex records production efforts and resolve conflict and defuse difficult situations that potentially may delay timely production.
- Ability to provide useful trainings and consultation to staff with various levels of knowledge about records. Ability to work and communicate effectively with technical staff.
- Ability to identify and prioritize time-sensitive matters and respond with a sense of urgency while adapting to changes in workload demands.
- Demonstrated ability to work independently with minimal guidance.
- Demonstrated skill and experience in maintaining a high level of confidentiality and exercising good judgment independently.

- Project Management Certification or have a Six Sigma Green or Black Belt
- Experience with King County Metro processes and policies or working in a public agency
Strongly Desired Qualification:
- Public Records Officer Certification through the Washington Association of Public Records Officers (WAPRO)
- Supervisory experience

Work Schedule
This hybrid role involves a mix of remote work and on-site responsibilities with an expectation of being in the office for meetings tasks and assignments as needed. This position is not covered under the provisions of the Fair Labor Standards Act and is ineligible for overtime pay. Work schedule is normally Monday through Friday 40-hour work week. Variations may be required depending on the demands and training needs of the work.

Work Location
The incumbent will have a hybrid work schedule and may work remotely and onsite. The primary onsite location is King Street Center 201 S. Jackson Street Seattle Washington.
Teleworking Requirement
The work associated with this position is currently being performed in a hybrid fashion including teleworking complemented with onsite work and meetings as needed. Frequency of onsite work will vary based on business and operational needs. Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
