Job Description

Description of Work

Staff Development Specialist IIposition # is located in the Wake County and is serving the Central Region. The incumbent need to be passionate about creating impactful learning experiences and driving organizational growth. The position offers the opportunity to significantly impact learning and development across a large diverse organization.
Responsibilities include but are not limited to:
  • Developing leadership and technical training for HR compliance onboarding supervision performance management and teamwork
  • Facilitating team development sessions on agreements process improvements and team building
  • Using models like ADDIE to create effective curriculum and job aids
  • Supporting change initiatives such as the new Human Capital Management System
  • Conducting needs assessments and collaborating with leaders to address challenges
  • Providing on-site consulting in primary region with statewide support as needed


Note: Must be able to travel frequently across the State including overnight travel as needed.

This position is eligible for a flexible/hybridtelework schedule under the State of NC Telework Program.

This is a full-time position (40 hours per week) withState Benefits.

Knowledge Skills and Abilities / Competencies

Effective July 1 2025 candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed from the class specification. The knowledge skills and abilities listed in the vacancy announcement should be used as management preferences and be used to screen for the most qualified pool of applicants.

Management Preferences:
  • Working knowledge to conduct effective training needs assessments incorporating stakeholder feedback to define clear measurable learning objectives aligned with organizational goals
  • Experience designing developing and evaluating comprehensive curriculum for both instructor-led and e-learning formats including the creation of engaging courseware and support materials
  • Experience delivering training sessions and facilitating interactive group discussions
  • Experience with Learning Management System (Learning & Performance Management) Beacon / SAP Fiori etc.

Minimum Education and Experience Requirements

Bachelors degree from an appropriately accredited institution and three years of training development experience in a progressive training or teaching role (OR) an equivalent combination of education and experience.
