SUMMARY
The Train Control (TC) Supervisor using guidelines set forth by The Charlotte Area Transit System (CATS) will direct the maintenance staff in the performance of their duties regarding the maintenance testing inspection operation and repair of the CATS Train Control and Communication systems and associated equipment.
Works with other members of the Maintenance of Way workforce and all related vocations to provide safe and reliable equipment for daily revenue service
May be required to work outside vocation in accordance with the needs of CATS
Responsible for determining and prioritizing required Train Control repair and maintenance activities determining/scheduling work crew assignments as appropriate and holding staff accountable for their performance in all assigned duties
Responsible for evaluating staff performance on an ongoing basis and recommending any corrective actions as appropriate in accordance with CATS guidelines
Responds to rail system incidents and works to mitigate service delays and/or recover from any equipment failures. Renders whatever actions are needed to restore revenue service
Follows and adheres to all Maintenance of Way standards policies and procedures applicable to the day-to-day operations of the rail system and revenue service
Oversees and works with the staff in the inspection maintenance and repair of all equipment related to systems including but not limited to: automatic train protection train to wayside communication grade crossings interlocking supervisory control and data acquisition carrier transmission systems control center software and hardware and all maintenance and emergency support equipment
Oversees and performs acceptance testing and pre-service testing of newly acquired rail systems components and equipment as well as needed multi-system tests as required once service begins. Acquires information during these processes for future use in training and maintenance
Oversees planned maintenance as outlined by the OEM FTA APTA NCDOT and CATS management and evaluates needed changes or upgrades and submits them to management for review
Complies with and enforces all safety regulations set forth by CATS OSHA FTA FRA and NCDOT
Prepares comprehensive reports and correspondence
Utilizes computer based maintenance and material management system to track and plan maintenance and repairs as well as track materials needed to perform maintenance
Utilizes computer based employee time management system to keep track of staff hours and attendance
Trains other rail personnel as needed
Works cohesively with other CATS andCity departments as well as contractors and utility companies
All other job-related duties as assigned
Directly support continuous implementation and compliance of the North Carolina Department of Transportation (NCDOT) State Safety Oversight Program Standards (SSOPS) and Federal Transit Administration (FTA) regulations 49 CFR Part 673 and 672 related to the Safety Management System (SMS) and the CATS Agency Safety Plan (ASP). Support Safety performance goals of CATS
Encourage employees to proactively support and report safety concerns following the CATS Safety Reporting options as described in your training and in the ASP.
As part of your responsibility to support the CATS Safety Culture report safety concerns and issues through the various methods established by CATS as outlined in the ASP.
Advocate and promote a strong safety culture within CATS with regard to transportation services capital programs facility operations and maintenance worksite procedures employees and customers following SMS and ASP.
Participate in internal and external ASP audits.
High school graduation or equivalent and seven (7) years relevant work experience or an Associate degree/certification earned from an accredited college/university or vocational program in electricity /electronics with five (5) years of experience performing complex and specialized troubleshooting (both electrical and mechanical) preventative and corrective maintenance and overhauls of train control equipment and associated sub-systems.
Requires two years of direct supervisory experience.
Military personnel who meet or exceed minimum education and experience requirements and complete a certification in electrical/electronic are encouraged to apply.
Requires a Class A commercial drivers license and the ability to obtain and maintain a city driving permit throughout employment.
CONDITIONS OF EMPLOYMENT

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process candidates may be asked to take a skills test and/or participate in other assessments.
