    The Superintendent invites qualified and interested persons to apply for the position of Director of Testing within the Office of Office of Policy Planning Evaluation and Testing.

    DEFINITION: Newark Board of Education is committed to ensuring exemplary leadership at every one of its schools which also means ensuring its staff is supported to be as effective as possible at meeting students needs. The Office of Policy Planning Evaluation and Testing (OPPET) comprises four Departments: Testing Student Information Systems (SIS) Data and Strategic Analytics and Enrollment. The Director for each departmental team reports to the OPPET Executive Director. The Testing team is responsible for planning instrument design coordinating administration operations and training district and school staff in efficiently collecting valid student assessment data. This work is highly collaborative and often dependent on the efficacy of partnerships across the OPPET Student Information Systems and Data teams as well as with other central office departments such as the Office of Information Technology and the Education Technology Department.

    This position will be responsible for ensuring that standardized tests are effectively administered and will support the coordinated dissemination of results. Core to this role is administering and maintaining the portfolio of digital assessment platforms supported centrally by OPPET. This includes handling the integration and access functions of new and existing state and local test platforms and responding to support inquiries from school and district staff.

    QUALIFICATIONS AND REQUIREMENTS
    Education:

    Masters degree in Education Public Administration Management Science Statistics Operations Organizational Behavior Sociology Business or related field from an accredited college or university.

    Experience:
    1. Five (5) or more years of professional management experience.
    2. A minimum of seven (7) years of professional demonstrated experience delivering training professional development public speaking and facilitation of meetings and trainings.
    3. Five (5) or more years of experience with the administration and processing of state and federal assessment programs.
    4. Management experience in an urban school district. (preferred)
    5. Demonstrated experience in managing organizational change. Successful experience in working with adults in a coaching situation. Strong knowledge of effective strategies methodologies best practices techniques and tools for facilitating training and developing people.
    6. Demonstrated experience with helping school districts (or similar organizations of comparable size and complexity) implement data-driven decision-making including the design and implementation of data integration systems (preferred).
    7. Knowledge of Newarks strategic plan and a passionate belief in districts commitment to unified systems as a change lever.
    8. Outstanding critical thinking skills including the ability to analyze data identify trends pinpoint problems and root causes and develop innovative solutions
    9. Demonstrable project management experience including planning and control of cross functional projects.
    10. Experience developing implementing and refining complex processes across large systems preferred. Demonstrated impact as a result of that experience.
    11. Experience analyzing reviewing and communicating the results of administrative operational and instructional data across a variety of settings and audiences.
    12. Experience managing school district student information systems (e.g.: PowerSchool Infinite Campus etc.) (preferred).

    BASIC FUNCTIONS AND RESPONSIBILITIES
    Supervise Administration and Analysis of District and State Assessments
    1. Work closely with the OPPET Executive Director Deputy Superintendent Assistant Superintendents central office staff and school leaders to ensure that the collection analysis and dissemination of student assessment data are closely aligned to classroom instruction and further school sites achievement goals.
    2. Direct the strategic efforts to improve student learning through the use of assessment development data collection focused reporting in support of school improvement plans.
    3. Inform classroom educators and administrators on the implementation and analysis of all K-12 assessments develop assessments based on state standards and grade level expectations and coordinate the districts and schools accreditation and school improvement plans.
    4. Cultivate a cadre of strong Test Coordinators across district schools who understand and adhere to all assessment administration protocols and can provide critical supports to schools as they seek to understand the resulting data.
    5. Directly manage and evaluate members of the Test Team including Supervisors and Management Specialists.
    6. Drive quality and cohesion in the expectations for how all assessments in the NPS portfolio are implemented.
    7. Develop a cohesive strategy for implementing local state and federal assessments to ensure the capture of valid reliable and authentic data about student knowledge and skills.
    8. Identify best practices in assessment management and data collection and ensure these approaches are inculcated into the professional development and resource material created by the Testing Team.
    9. Direct strategic efforts to mitigate risk in all areas of high stakes assessment operations through the use of quantitative and qualitative analysis of test implementation operational data.
    10. Determine with the Executive Director the final scope of the course of actions needed to appropriately redress irregularities that occur during local state and federal assessment administrations.
    11. Collaborate with key stakeholders within and external to the district to optimize operational objectives.
    12. Drive the achievement of departmental goals establishing effective methods for monitoring operational progress reporting appropriate metrics and making course corrections accordingly.
    13. Coordinate with Information Technology and Educational Technology Departments as needed to ensure that NPS has the appropriate technology and operating systems needed to administer track report aggregate and disaggregate state and district online assessments.
    14. Identify innovations and ideas that reflect national and global best practices in assessment across modalities. Builds support and understanding of leading change and sustainability projects.
    15. Assist in designing and implementing processes for data retrieval and submission to data warehouse.
    16. Develop systems that ensure proper distribution management and monitoring of secure testing material including fidelity to implementation and the timely return of said material by each school.
    17. Ensure NPS is in compliance in monitoring assessing and reporting for all internal and external testing measures; enforce a commitment to the highest level of accuracy and integrity for all data collected and reported.
    18. Collaborate with other OPPET Directors and Executive Director to strategically guide the use of student test data and program evaluation information to continuously improve the design and implementation of an effective curriculum staff development and instructional delivery.
    19. Work collaboratively with all Departments in Academic Services as well as School Leadership Teams and schools to provide technical assistance in understanding and applying all assessment administration protocols and resulting data to improve student achievement.
    20. Work collaboratively with the Office of Bilingual Education and Special Education to ensure clear expectations in the provision of accommodations for assessments are technical assistance in and applying all assessment administration protocols and resulting data to improve student achievement.
    21. Perform all other responsibilities consistent with the departments goals in order to meet the needs of the district schools or other Central Office departments.

    Provide Internal Stakeholders with Assessment Resources and Training
    1. Ensure quick turnaround on creating and disseminating tools and artifacts including but not limited to Training Decks FAQs Click Paths and other resources to help various audiences understand and maintain fidelity to appropriate measure of student assessment and testing systems.
    2. Design and lead cohesive staff development systems for each assessment in the NPS district and state testing portfolio. Support strategies include but should not be limited to: in-person and web based trainings introductory and on-going training and operational and reporting specific trainings.

    KNOWLEDGE AND ABILITIES
    1. Ability to perform statistical analysis and accurately interpret results.

    3. Ability to remove barriers or obstacles that make it difficult for the team to get things done and ensures team has resources necessary to succeed
    4. Ability to work effectively across multiple functions and roles within a complex organization

    6. Ability to offer innovative solutions to seemingly intractable problems
    7. Demonstrated working knowledge of Microsoft Office Suite (Outlook Word Excel Access and PowerPoint) Google Suite and expertise in one or more statistical programming languages (e.g.: SPSS SAS R SQL etc.).
    8. Exceptional project management skills; demonstrated ability to balance small and big picture priorities create action plans and track progress accordingly.

    SALARY EMPLOYMENT PERIOD AND UNION AFFILIATION
    1. Salary: The salary range for this position is $110000-$160000
    2. Employment Period: Twelve (12) Months
