TITLE:FSL & CVA Coordinator

TEAM/PROGRAMME:

Food Security and Livelihoods

LOCATION: Damascus with frequent visits to Aleppo

GRADE: 3CONTRACT LENGTH: 12 months

CHILD SAFEGUARDING:

Level 3: -the responsibilities of the post may require the post holder to have regular contact with or access to children or young people

ROLE PURPOSE:

As a member of Child Poverty team the FSL& CVA Coordinator under the technical supervision of the Economic Recovery TA will oversee the implementation of the FSL and CVA programmes in Syria Country office and support programme design and assessments in coordination with implementing partners. The FSL & CVA Coordinator will be responsible for assuring efficient and high-quality planning development implementation and supervision of FSL & CVA programming in North and South Syria. She/ He will work closely with the Economic Recovery Technical Advisor to oversee project activities developing appropriate implementation tools to track progress and monitor the context and prepare regular program reports.. She/ He will also build the capacity and identify capacity needs of partners to ensure high quality program implementation.. The FSL & CVA Coordinator will also liaise with other actors and ensure internal and external coordination.

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:

Programme Support:

  • Coordination with other external actors and sector teams within SCI to ensure complementarities and prevent overlap in targeted areas
  • Compilation of all FSL & CVA project and beneficiary information which is then shared with Economic Recovery TA
  • Working closely with Partners to finalize appropriate beneficiary selection criteria and process for target areas
  • Ensure all partners are aware of beneficiary selection criteria and process
  • Work closely with M&E team and partners to ensure appropriate accountability mechanism is understood and accessible to beneficiaries
  • With support from Field Manager coordinate with liaison teams and/or finance department in ensuring timely transfer of assistance to required locations in line with requests from the Partners
  • Review Narrative and financial reports shared by Partners for the on-going programming; and contribute to donor reporting.
  • Prepare weekly and monthly work plans in line with the implementation plan; and ensure timely implementation of activities in line with the plans (including beneficiary registration trainings data collection and distributions).
  • Responsible for liaison with delivery agents to ensure availability of goods quality of goods compliance with the work plan address any problems and maintain regular communication
  • Capacity building of Partners in relation to implementation and tools to be used
  • Identify capacity building needs of partners and appropriate opportunities to address these issues with support from the Economic Recovery TA
  • Review Partners data (post-distribution monitoring and market price monitoring) and share with relevant staff for further action
  • Works closely with implementing partners to oversee quality of work and provide technical support.
  • Support the Field Manager on coordinating regular operations calls/meetings across the partners (incl. facilitation of ops calls documentation of issues and actions follow-up on action points with delegated parties and provision of troubleshooting support as necessary).
  • Participate in the monthly awards review meetings as well as the BvAs at AO level as needed working in close collaboration with the Awards team and to streamline and strengthen awards review processes between the teams.
  • Ensure the implementation of the Economic Recovery sector SoPs
  • participate in the financial reconciliation of the Cash Interventions with partners
  • Work collaboratively with the award team to ensure ended project are closed by following the closeout processes and ensure all documentations are in place for project closure.
  • Support Field Manager to backstop partners and trouble shoot critical implementation issues arising across the areas. Highlight any operational issue that might arise to the Field manager.

Capacity Building:

  • Identify learning and training opportunities for Save the Children staff and work as a mentor and role model for less experienced staff.

Representation & Advocacy & Organisational Learning

  • Ensure that Save the Childrens work is coordinated with efforts of other agencies and Government and take a leadership role within coordination meeting in the area ensuring the specific needs of children are being addressed
  • Advocate that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Save the Children Code of Conduct.

Emergency preparedness & response (10%):

  • Work with Field Manager and Economic RecoveryTechnical Advisor to strengthen approaches on and capacities in emergency preparedness & contingency planning across the country programme and support Field Manager to ensure that humanitarian preparedness actions are incorporated across field offices.
  • If/when relevant support Field Manager and Economic Recovery Technical Advisor to develop contingency plans help coordinate emergency response across fields provide support to partners during emergency spikes etc.

QUALIFICATIONS AND EXPERIENCE

Essential:

  • Minimum 3-year experience of working in FS & CVAL at least 1 year of which must be targeted location-based
  • Field level representation with key stakeholders and co-ordination with other NGOs/UN agencies
  • Excellent communication skills
  • Strong influencing skills and experience in advocacy
  • Bachelors Degree preferably in a discipline such as social sciences business management economics or other discipline relevant to urban/rural livelihoods
  • Budget management experience
  • Demonstrable experience of Monitoring and Evaluation and beneficiary accountability
  • Previous experience in working with partners
  • Previous experience of project management including multi sector programmes
  • Politically and culturally sensitive with qualities of patience tact and diplomacy
  • A good level of written and spoken English
  • The capacity and willingness to be extremely flexible and accommodating in difficult working circumstances
  • Commitment to the aims and principles of Save the Children. In particular a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin our support.

Desirable

  • Economic recovery programming in humanitarian response
  • Ability to make decisions immediately and in a very short span of time
  • National level representation with key stakeholders and co-ordination with other NGOs/UN agencies
  • Able to work with minimum level of supervision.
