Metropolitan Human Services District is one of ten districts across Louisiana. MHSD was created by the state legislature in 2003 to oversee the delivery of publicly funded community-based mental health addictive disorders and developmental disabilities services to our area. MHSD serves adults children and families of Orleans Plaquemines and St. Bernard Parishes. In particular we serve residents who are uninsured or Medicaid eligible/covered individuals suffering from mental illness individuals suffering from addiction and individuals who have developmental and/or intellectual disabilities.


The Metropolitan Human Services District is seeking a highly skilled and experienced Human Resources Director B to oversee the strategic direction and daily operations of human resources functions within the organization. The ideal candidate will be familar with Civil Service rules and have knowledge of LAGov (Louisiana State Government) systems and regulations.This leadership position requires expertise in managing HR policies employee relations recruitment and compliance. The ideal candidate should be ready to lead and guide the district through talent strategies coaching and developing the human resources team and best practices for service delivery to support the mission.

Minimum Qualifications

Eight years of human resources experience; OR

Six years of full-time experience in any field plus five years of human resources experience; OR

A bachelors degree plus five years of human resources experience; OR

An advanced degree in human resources business administration public administration industrial and organizational psychology organizational behavior or a Juris Doctorate plus four years of human resources experience.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP) Professional in Human Resources (PHR) or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties and Other Information

Job Duties:

Incumbent serves as the primary human resource official with functions including:

The Human Resource Director reports directly to the MHSD Executive Director organizationally and functionally for supervision.

Directs and manages MHSDs human resources programs including compensation classification payroll/time and attendance benefits retirement FMLA workers compensation employee relations credentialing MHSD intern program Comprehensive Public Training Program Performance Evaluation Systems and recruitment.

In conjunction with advice from the Legal/Compliance Section maintains responsibility for agency compliance with Federal State and Parish rules and regulations regarding all human resources matters including but not limited to laws enforced by the Equal Employment Opportunity Commission Fair Labor Standards Act Americans with Disabilities Act and the Louisiana Workers Compensation Act. Completes all required reporting.

Establishes and maintains a uniform policy for the agency to ensure that disciplinary actions are implemented in a fair and consistent manner in accordance with Civil Service Rules and Procedures.

Reviews and makes reco1mnendations to executive management for improvement of the agencys policies procedures

Ensures that the CFO signs off on all changes that impact or potentially impacts employee compensation prior to finalization.

Ensures that benefit changes and civil service pay level changes are communicated timely to the Fiscal department.

Advises CFO of any modification to compensation and benefits policies .

Partner with Fiscal department and the CFO to help enhance efficiencies grow revenues and contain costs.

Other duties and responsibilities include:

Provide direct supervision of department of human resources team members

Determines impact of special pay issues as they relate to agency fiscal concerns and internal pay equity.

Recommends resolution of complex pay problems to agency management.

Consults with the CFO on all personnel matters pertaining or encompassing funds to be used.

Ensures all personnel actions are executed within approved budget parameters in cooperation with the Executive Director and the Fiscal Clinical and Legal Divisions of MHSD

Consults with the Director of Programs on all clinical personnel issues.

Plan and implement an effective HR strategic plan that is aligned with MHSDs strategic Plan and overall organizational personnel agenda.

Directs employee recruitment hiring and retention actions.

Directs the development maintenance and monitoring of a performance evaluation system based on established criteria. Works with agency management to ensure that expectations are defined in such a way as to enhance the efficiency and effectiveness of agency operations and are clearly communicated to the employee. Oversees the

Performance Evaluation System (PES). Coordinates with the leadership team and supervisors to ensure all PES planning evaluations and submission processes are completed in accordance with Civil Service requirements. Provides supervisory training/retraining as needed on PES and Supervision guidelines.

Oversees the execution of MHSDs drug testing policy and procedures.

Attend continuing and in-service education offerings to retain skill set and knowledge base.

Establishes and maintains professional relationships with human resources managers at other Local Governing authorities.

Develops and administers layoff/layoff avoidance plans. Represents the agency in meetings with Civil Service staff to discuss layoff or layoff avoidance activities. Explains layoff/layoff avoidance activities to agency employees supervisors and managers

Participate in MHSD staff meetings and other local and statewide meetings as needed.

Performs other duties and responsibilities as assigned.
