Job Description Summary

Sr. Manager Award Compliance is responsible for the effective risk assessment and compliance oversight for public subawards (grants) including compliance with applicable governmental regulations terms and conditions and award requirements. The position primarily responsible for performing pre-award risk assessments reviewing invoices grant disbursements and expense reports for compliance and post-award monitoring activities. The position is a key contributor to Operations Managements enterprise risk management efforts including issue and incident management monitoring risk controls and developing and implementing policies and procedures. This position reports to the Director Compliance and collaborates closely with Grants and Contracts on promoting compliance goals and objectives and enhancing policies procedures controls training testing and related practices.

This position is hybrid with a flexible work arrangement based in Columbia MD.

Job Description

Compliance

  • Monitor public award grantees to ensure compliance and allowability of costs. Identify special conditions and work with program staff on implementing affirmative steps to address instances of non-compliance.
  • Review invoices grant disbursements and expense reports for accuracy compliance and completeness.
  • Lead subrecipient monitoring program including ongoing award monitoring desk audits and reviews and onsite monitoring (as needed). Develop monitoring report for each audit conducted ensuring that grantees take all appropriate and timely corrective action required. Collaborate with appropriate program staff to ensure that subrecipients take all appropriate and timely corrective action to address instances of non-compliance.
  • Identify potential areas of award non-compliance control weaknesses develop solutions and identify opportunities for grantee improvement.

Risk Management

  • Assess grantee risk of non-compliance for public awards. Develop tools and materials to ensure the consistent and optimal execution of pre-award assessments.
  • Coordinate contractor risk assessments for contracts funded by awards.
  • Contribute to and manage award related risks as part of the Risk Control Self-Assessment and collaborate with the Award Managers on developing and implementing controls to reduce OMs institutional risk profile.
  • Advises on risk management implications of new funding opportunities and develops risk mitigation strategies during proposal development award negotiation and onboard to address risk management implementation concerns.

Team Collaboration

  • Collaborate closely with the Grants and Contracts team on policy and procedure development and implementation award compliance including risk assessments invoice disbursement and expense report compliance and monitoring activities.
  • Collaborate on developing internal and external trainings on a variety of compliance topics including risk assessment process invoice disbursement and expense report compliance review monitoring activities policy and procedure implementations and related award compliance activities.
  • Collaborate with program staff on resolving different issues applying appropriate analysis and monitoring using sound judgment to make strategic recommendations.
  • Collaborate with OM leadership on ongoing goal and objective tracking and development of Quarterly Operations Review reporting.
  • Participate in Compliance Committee in collaboration with the Grants & Contracts team.
  • Perform other activities and duties as assigned.

Qualifications:

  • Bachelors degree in in accounting business human services non-profit management or related field required Masters degree preferred.
  • 6-8 years experience with grants management conducting pre-award assessments and subrecipient monitoring according to 2 CFR 200. Experience with risk/pre-award assessment from public and non-public sources.
  • Experience with implementing policies and procedures for managing grants and subawards.
  • Proficient in Salesforce preferred.
  • Ability to work independently on multiple priorities and exercise independent judgment.
  • Superior problem-solving skills.
  • Superior ability to manage multiple projects work under pressure and prioritize changing and often conflicting deliverables and objectives.
  • Superior collaboration and relationship building skills and professionalism in interpersonal relations.
  • Excellent communication skills and the ability to communicate complex concepts in ways that are understood and actionable by cross-functional teams.
  • Proficient use of Microsoft Suite (Excel Word etc.).

The base salary for this role is $95000 to $105000 depending on level of skills and experience.

The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills education location experience and performance.
