Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Position Overview

The Indigenous Human Resources Consultant role will focus on the development and implementation of a standard process for hiring into Indigenous designated positions. The Consultant will create maintain and manage the SOP for all Shared Health Leadership and Human Resources to follow. Working with Human Resources Compensation Services and Leadership the consultant will modify job descriptions create interview questions and be part of all Indigenous designated hiring panels. The successful candidate will foster relationships with Indigenous governments organizations and communities while promoting our commitment to building a workforce that reflects Indigenous representation. Collaboration with various managers and directors programs departments and sites will be essential to create recruitment initiatives provide mentorship opportunities and ensure our workplace is a welcoming and supportive environment for Indigenous employees.

In addition to recruitment the Indigenous Human Resource Consultant will play a vital role in supporting the onboarding professional growth and retention of Indigenous staff. This involves assisting Health Care Leaders in developing tailored onboarding programs and implementing retention strategies that celebrate Indigenous culture and contributions. The ideal candidate will possess strong communication and interpersonal skills along with a deep understanding of Indigenous issues and workplace challenges. The Indigenous Human Resource Consultant will contribute to a proactive talent acquisition culture by leading recruitment initiatives building community networks and fostering Indigenous voices within the organization. They may be involved in marketing initiatives conduct research and collaborate with the human resources team to identify Indigenous applicants while promoting career development opportunities for Indigenous employees. This position will work closely with Indigenous Health Shared Health to develop and foster relationships between employees and patients to foster a compassionate culturally healing environment.

THIS IS A DESIGNATED INDIGENOUS COMPETITION OPEN TO INDIGENOUS APPLICANTS. Applicants are required to self-declare and those selected for an interview will be asked interview questions related to the designation.

Experience

  • Minimum of three (3) years recent related recruitment experience preferably in the recruitment/staffing agency or health care industry or an equivalent combination of education training and experience.
  • Experience and knowledge of Manitobas public health care system and services.
  • Lived experience and understanding of Indigenous healthcare priorities services and challenges alongside Indigenous culture protocols traditions and values both within communities and organizations in Manitoba.
  • Proficient in written and verbal communication and collaboration. Skilled in developing and presenting findings to varied audiences.

Education (Degree/Diploma/Certificate)

  • Bachelors degree in human resources or a related field.
  • Education in Indigenous relations public engagement volunteer management trauma informed care and/or similar field an asset.
  • Completion of Indigenous cultural safety and anti-racism training.

An equivalent combination of education and experience will be considered.

Certification/Licensure/Registration

  • Valid license with applicable regulatory body.
  • Valid Manitoba Class V Drivers License; access to a vehicle and willingness to travel provincially throughout the province.

Qualifications and Skills

  • Knowledge of Indigenous languages is an asset.
  • Strong and culturally relevant communication interpersonal analytical organizational and leadership skills.
  • Demonstrated ability to relate effectively to a variety of people from diverse backgrounds.
  • Demonstrated knowledge of Canadian colonial impacts on Indigenous people in social and health contexts.
  • Knowledge and appreciation of the unique history cultures and rights of Indigenous Peoples in Canada is required.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per Truth and Reconciliation Calls to Action (2015) and Manitobas Path to Reconciliation Act (2016).
  • Understanding and commitment to the articles set out in the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) as a framework for reconciliation.
  • Knowledge of Indigenous cultural safety and anti-racism actions inquests and reports e.g. Jordans Principle Joyces Principle and Brian Sinclair Inquest.
  • Demonstrated knowledge of ethical principles and cultural protocols in interactions with Indigenous partners and organizations.
  • Knowledge or familiarity with Indigenous health issues population health and health status of citizens in Manitoba.
  • Knowledge of the Manitoba health care system federal health care system provincial and federal governance and leadership models.
  • Working knowledge of or experience working with Indigenous governments partners organizations and communities at a service level and structures within Manitoba.
  • Thorough knowledge of Windows based programs (Microsoft Word Excel PowerPoint Outlook) and Internet.

Physical Requirements

  • Sitting for prolonged periods of time.
  • May require to lift 25 lbs. on occasion.
  • Primary environment within office setting.
  • Must be able to work flexible hours to accommodate service requirements.
