SheriffAbout the Position
The IT Program Manager provides overall coordination and direction of one or more highly complex and/or high-risk information systems/technology projects and teams. This position ensures that all phases of assigned projects are completed on time within budget and in compliance with established quality standards and customer expectations. The Program Manager oversees complex technology project(s) that span across multiple departments and business processes.
Position Qualifications

Education
- Bachelors degree in Computer Science Computer Information Systems Business Administration Project Management or related field.
Experience
- Five years (5) of experience in managing IT projects or IT systems analysis design or programming.
OR
Combined education and experience qualifications
- Other combinations of education and experience may substitute for the minimum qualifications on a year for year basis.
Other requirements
- Must possess a valid Arizona drivers license or have the ability to obtain by the time of hire.
- Training that may be provided on-the-job: FEMA NIMS IS100 and 700; Safety; Payroll; PREA.
- Prior to hiring the Sheriffs Office requires that all candidates pass a background review.
Our Preferred Candidate has
- Seven (7) years of experience in IT project or program management.
- PMP PgMP or equivalent project management certification.
- Agile/Scrum certification (e.g. CSM SAFe).
- Strong understanding of SDLC Agile and hybrid project methodologies.
- Experience with Organizational Change Management (OCM).
- Experience in deploying Commercial Off the Shelf (COTS) applications and systems.
- Experience in deploying Software as a service (SaaS) applications and systems.
- Masters degree in business administration or IT related field.

Essential Job Tasks
(This is not an all-inclusive list of all job duties that may be required; employees will be required to perform other related duties as assigned.)
- Oversees the completion of multiple large and complex projects and service deliverables through functional leads supervisors and other project managers.
- Develops and manages project scope cost schedule and internal staffing.
- Identifies selects and negotiates with outside vendors for additional services if needed.
- Oversees the work of consultants who are contracted to supplement IT project activities.
- Resolves procedural operational and other project-related problems.
- Conducts project assessments throughout the projects lifecycle; tracks project milestones and adjusts project schedule as needed to ensure designed results meet the needs of the Office goals and user requirements.
- Works directly with departments to understand and document project business requirements.
- Facilitates meetings with customers staff and contractors in support of project activities.
- Ensures all sponsors and stakeholders are regularly updated on project progress.
- Recommends innovative technologies solution ideas and potential business process improvements to drive efficiency and meet Office compliance requirements.
- Creates monitors and reports on systems and management processes to ensure compliance; prepares reports for management and command staff regarding project status.
- Creates and executes a communication plan for each managed project.
- Improves organizational effectiveness by integrating new processes with existing ones and developing communication plans to inform impacted teams and functional areas.
- Ensures accurate and timely fulfillment of audit related requests suggests management action plans and supports implementation as applicable.
- Maintains a high level of current knowledge regarding systems technology and communications.
- Performs other duties as assigned.
