The Opportunity:
This is an internal recruitment open to all current regular trial service and limited duration employees of Multnomah County who are in paid status on approved leave or on an active recall list.
Temporary and on-call employees in Local 88 may apply for an internal recruitment if they were hired through a competitive civil service process.
Temporary and on-call employee who are not in Local 88 may apply for an internal recruitment if all of the following conditions are met:
The employee was hired into the current temporary or on-call position via a competitive recruitment and selection process consistent with the countys Personnel Rules;
The employee has worked in an on-call and/or temporary capacity at least five hundred (500) hours within twelve (12) months preceding the date of application;
The recruitment is for a position in their current department; and
The recruitment will not result in a promotion to a job class with a higher maximum salary rate.

The Division of Assessment Recording and Taxation (DART) strives to ensure the stability and quality of life for our community by providing local government with the revenues necessary to fund essential services. The primary role of DART staff members is to carry out the functions of the Assessors Office in a manner that is friendly respectful resourceful and willing in order to create an environment of safety trust and belonging for all.
Who we are seeking:
The Customer Relations Management area of DART is seeking someone who is proactive and who has the flexibility and adaptability of handling various job functions to provide excellent customer service both to internal and external customers. This position provides direct customer service to the public in person by phone or email responding to a wide variety of questions relating to the issuance of marriage licenses domestic partnership registrations property taxes PVAB recording ownership transfers and various other property related matters. The position is also responsible for issuing the licenses and registrations and collecting fees accordingly. Tax payments and copy sales are also processed.
In addition you are a self-starter who enjoys leading and motivating a team of folks in a supportive and collaborative environment to provide assistance to the A&T Tech 1s in the work unit. In this position you will also provide training to various staff within the workgroup and department.
LEAD ROLES AND RESPONSIBILITIES
Assists Program Supervisors and Customer Relations Manager with administrative duties.
Verifies completed work of A&T Tech 1s.
Assists the Tech 1s with complex/elevated transactions or issues (at counter and over phone).
Monitors group activities in absence of the Program Supervisors making adjustments to the work schedule when necessary ensuring adequate coverage at all times.
Provide coaching / mentoring to Tech 1s regarding routine daily tasks.
Leads and guides day-to-day activities of designated work groups or functions with responsibility for matters such as training and directing other staff and temporary workers monitoring and reviewing work-flows and serving as a resource and problem solver.
Coordinates and performs special projects such as gathering and keeping relevant budget statistics or devising reports to generate data for specific production statistics.
Maintains or delegates assignments of procedure updating and / or creation.
Oversees projects sent to the Customer Relations groups from other areas within DART meeting required deadlines when applicable.
CUSTOMER SERVICE
Assists customers either on the phone at a public counter or via email responding to questions and providing information regarding the issuance of marriage licenses domestic partnership registrations property taxes recording ownership transfers various other property related matters the effect of Measure 5 and 50 on real and personal property taxes and various types of programs available to taxpayers administered by both the county and the state.
Comprehends relevant Oregon Revised Statutes and is prepared to respond to questions from both the public and staff regarding the various areas the organization services.
Research information for customer inquiries including but not limited to payment and postmark verification.
Calculates advanced tax estimates and verifies accuracy of tax amounts and payments prior to signing plats and subdivisions; signs mylars.
Process ownership suppression documentation.
Process invoices NSF checks and payments in Workday.
Perform software testing and maintenance.
Property Value Appeal Board (PVAB)
TIMEFRAME: October through APRIL
Assists PVAB Clerk with all facets of mandated functions.
Receives and enters petitions in the assessment and taxation system.
Prepares appeal file and schedules hearings
Create and maintain processes around the entire appeal process
Enters Board decisions ensuring proper use of codes to minimize errors.
Provides assistance to staff and public regarding outcome of petition and potential impact on tax amount.
Provides clerical support for the Board of Property Tax Appeals sending and accepting appeal forms; filing and properly maintaining PVAB petitions & files for both in-house use & storage.
Interfaces with other sections throughout the PVAB appeal process.
BUSINESS OPERATIONAL DUTIES:
Prepares daily work schedules for Tech 1s assigning equitable work duties and ensuring adequate coverage for breaks and lunch periods.
Assists staff with and maintains production reports with resulting statistics.
Processes mail requests; mails requested forms or informational flyers; files; scans; and stocks lobby (and other areas) with applications brochures instructional documents and flyers.
Operates all office equipment including software systems applicable to DART. Office equipment includes calculators copy machines microfilm and microfiche readers scanners and multi-line telephones.

Minimum Qualifications/Transferable Skills*:
Equivalent to the completion of the twelfth grade.
Three years of specialized increasingly responsible office experience preferably in property assessment and/or taxation field to include the application of laws policies and procedures direct customer service and problem solving responsibilities.

However keep in mind we may consider some or all of the following when identifying the most qualified candidates. Experience organizing and coordinating workflow among multiple workgroups.
Experience documenting procedures and delivering training in a group setting.
Data entry - Input information into any system of record with high levels of accuracy.
Knowledge of the Oregon property tax system
Additional specialized experience in the application of laws statutes policies and procedures.
Adaptable and enjoys working in a collaborative environment where teamwork is the priority.

Schedule: Monday - Friday 8:00 am - 4:30 pm with some flexibility with starting and ending times.
