JOB TITLE: Anticipatory Action Reports & Communications Officer

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Climate and Disaster Risk Reduction Programmes (PRO-C) unit in WFP HQ provides guidance and support to WFP Country Offices (COs) and governments on activities related to climate risk management climate change adaptation and disaster risk reduction. These services can range from climate analyses to better understand climate change impacts on food security and nutrition to supporting governments and WFP COs with technical advisory services as well as policy advice on risk reduction financing and transfer.
One of WFPs flagship programmes for climate risk management is Anticipatory Action (AA) an innovative approach that enables the implementation of actions to prevent and mitigate to the extent possible the impact of extreme weather events on the food security and nutrition of the most vulnerable populations. Piloted in 2015 together with the German Red Cross WFPs FbF portfolio now includes 16 countries in the regions of Asia Africa and the Caribbean where together with national and local government partners WFP is implementing projects to link early warning systems with anticipatory actions embedded in national disaster risk management for critical natural hazards such as droughts floods and cyclones. In addition to strengthening national capacities for developing and implementing FbF initiatives WFP is also working with partners to mainstream anticipatory action approaches in humanitarian systems including its Corporate Alert System (CAS) Immediate Response Account (IRA) as well as the UN Central Emergency Response Fund (CERF).
WFP is seeking a junior officer with experience in climate change anticipatory actions reports and proposal writing to support WFPs Anticipatory Action program. Based in WFP HQ and reporting to the Knowledge Management & Learning lead the officer will be responsible for coordinating the Global Annual Anticipatory Action Report to donors by collecting and reviewing inputs from Regional Bureaus (RBs) and Country Offices (COs). The officer will also support AA programme implementation and oversight as well as the development of knowledge management and communications material. The AA Reports and Communications Officer shall also support COs/RBs to mobilize the necessary financial resources such as through inputs to donor proposals and will thus play a key role in supporting the further development of WFPs programme.
ACCOUNTABILITIES/RESPONSIBILITIES:
the development of communications advocacy & reports for the Global Anticipatory Actionsfor Food Security Programme: a. Coordinate the development of the Annual Anticipatory ActionGlobal Report to donors together with RBs and COs.
closely with HQ regional portfolio managers to ensure logframe indicators and associatedinformation is captured and that rigorous quality standards are maintained.
and disseminate best practices and lessons learned from the AA Programme by generatingcommunications and advocacy material.
towards the development of AA project proposals plans and processes ensuring alignmentwith WFP Climate Change programme policies and guidance.
the development of Climate Services and Early Warning Systems advocacy
the development of external/internal publications and website updates
the development of the annual communication plan through the identification of AA-relatedevents and opportunities to contribute with communication material and WFP expertise.
the organization and participation in various Anticipatory Action Dialogue Platforms.
the development of knowledge and Learning on AA within WFP such as: knowledge and exchange workshops/webinars with other COs and partners engaged in AA orcomplementary activities.
the identification development and management of complimentary partnerships tocollaborative working leading to improved AA interventions.
the development of cross-functional and cross-organizational strategies.
and analyze policy and operational issues to support senior colleagues in the developmentof AA and disaster risk management policies programmes and activities.
the capacity building of WFP staff partners and national government on AA (e.g. through project management support of learning initiatives).

DELIVERABLES AT THE END OF THE CONTRACT:
Development of at least 3 AA publications;
Successful support to the WFP partnerships and events;
Approved global AA report;
Successful support to the knowledge management lead;
Successful support CO programme lead for field-level implementation.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University degree with one or more courses in one of the following: climate change adaptation; agriculture and food security; development studies; environmental studies or related
Experience: At least 2 years of post-graduate experience in anticipatory action disaster risk management early warning systems project management and implementation
Knowledge & Skills: Experience with WFP and/or AA programs is an asset; Ability to work with minimal supervision and set priorities; Ability to communicate clearly both orally and in writing; Ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds.
Languages: Fluent in English including strong writing skills working knowledge of French or Spanish (level B) is an advantage.
