Job Description

Job Title: Migrant Education Program Specialist FLSA Status: Exempt Pay Grade: 103 Work Days: 226 Reports To: Director of Instructional Services or designee Primary Purpose Ensure a wellarticulated and coordinated comprehensive Migrant program. Provide effective leadership to campuses/districts/charter schools. Provide all required and appropriate professional development and technical assistance to local education agencies (LEAs). Identify and recruit eligible migrant students residing within the boundaries of Education Service Center Region 11. Qualifications To perform this job successfully an individual must be able to perform each duty satisfactorily. The requirements listed below are representative of the knowledge skill and/or ability required. Education/Certification Bachelors Degree required Texas teacher certificate required Principal Certification is preferred Fluent in Spanish required Special Knowledge/Skills Teamoriented attitude and desire to work collaboratively with ESC staff campus/district/charter school personnel. Strong organizational communication public relations and interpersonal skills. Knowledge of migrant educational programs in Texas. Indepth knowledge of the Texas Essential Knowledge and Skills the state assessment and accountability system and state and national initiatives and standards. Indepth knowledge of program compliance issues related to Title I Part C. Indepth knowledge of best practices in federal program design and implementation specifically regarding family engagement and equitable access to public education. Indepth knowledge of data disaggregation and how to use the data to impact campus/district planning regarding Migrant students. Knowledge of migrant educational programs in Texas. Knowledge of managing migrant student record transfer systems in Texas. Experience A minimum of three years of successful teaching experience Fluent in Spanish A minimum of 2 years of administrative campus or districtlevel experience (preferred) Successful training and professional development experience Successful experience with grant management including program design program requirement compliance and reporting Experience participating in committees workgroups and other professional environments with public agencies Essential Duties and Responsibilities *This job description is not intended and should not be construed to be an exhaustive list of all responsibilities skills efforts or working conditions associated with this job. They are intended to be accurate reflections of those principal job elements essential for making fair hiring and pay decisions. **This position may be partially or completely funded using grant and/or federal monies and is assigned programs to include activities designed to enhance the effective and coordinated use of funds. Collaborate with LEA program leadership and staff to plan implement and performance manage a program aligned to TEA program requirements. Establish key performance indicators (KPIs) and metrics to measure success and progress Monitor and evaluate program performance regularly conducting qualitative and quantitative analyses. Collaborate with the program team members to establish action plans with adjustments to enhance program performance. Ensure that the performance management process is cyclical and iterative promoting continuous improvement Attend professional development and meetings related to grant requirements Provide training products and services incorporating quality review multiple models of professional development and appropriate adult learning strategies in the area of Title I Part C and Migrant Education Provide technical assistance to LEAs as needed and evaluate the impact on student performance program application and system changes. Coordinate with school district personnel to ensure services are provided to migrant students Analyze available needs assessment data from LEAs and TEA Participate in designated local state and national professional development activities and share information with ESC staff and appropriate regional personnel Perform other duties as assigned. Supervisory Duties None Equipment/Specialized Software Used Computers projection devices control panels in meeting rooms printers productivity software software specific to the job assignment network resources internet resources and other hardware and software necessary to perform the functions of the job effectively and efficiently. Working Conditions (Mental Demands/Physical Demands/Environmental Factors) Mental: Public relations and people skills are always required work with frequent interruptions and maintain professional composure and confidentiality under stress. Physical: Occasional prolonged and irregular hours ability to move tables and chairs and load/unload boxes and materials. Prolonged use of a computer. Environmental: Open cubicles/workstations. Evaluation Annual performance evaluation will be performed in accordance with the adopted policies of the Education Service Center Region 11. Employment in this position is contingent upon performance need and funding.
