FLSA STATUS: NonExempt
CLASSIFICATION: Personnel System; Requires satisfactory completion of a six month probationary period.
PAY GRADE: 112
SAFETY SENSITIVE: Yes CDL; Subject to random drug testing per the AthensClarke County Drug and Alcohol Ordinance

Purpose of Job
The purpose of this job is to perform supervisory/technical/manual functions associated with installation and repair of Advanced Metering Infrastructure (AMI) water meters and other AMI infrastructure components operating on a fixed frequency network. Duties and responsibilities include but are not limited to: supervising and participating as a supervisory crew leader in the construction installation maintenance and repair of all AMI infrastructure; responding to complaints concerning water leaks low pressure and high bills; operating and maintaining equipment; supervising assigned staff; and performing additional tasks as assigned.

Job Related Requirements

WORK SCHEDULE:
Monday Friday 8:00 AM to 4:30 PM; subject to 24/7 oncall rotation

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation responsible for the safety readiness and operation of the vehicle and must abide by ACCs safe driving policy.

Minimum Training & Experience Required to Perform Essential Job Functions

High school diploma or equivalent with two years of experience involving water meter installation and repair required; or any equivalent combination of education training and experience which provides the requisite knowledge skills and abilities for this position.

One (1) year of supervisory experience required.

Must possess or have the ability to obtain a valid Georgia Commercial Drivers License within six months of hire.

Must possess or have the ability to obtain an appropriate State certified license for water distribution within one year of employment.

Must obtain backflow certification within one year of hire.

Must possess or have the ability to obtain a Confined Space Entry certification within six months of hire.

Associates/Technical/Vocational degree in a related discipline preferred.

Two (2) years of experience involving AMI water meter installation and repair preferred

Essential Duties Responsibilities

The following duties are normal for this job. These are not to be construed as exclusive or allinclusive. Other duties may be required and assigned.

Supervises and evaluates AMI Technician I(s) handles all employee concerns directing work assignments counseling and disciplining employees when necessary and completing employee performance appraisals.

Supervises and participates in the repair and installation of commercial and residential AMI water meters including 3/4 through 8 meters.

Supervises and participates in the installation repair and maintenance of the AMI meter interface unit and its connectivity to the AMI receivers and transmitters in the data communication network including but not limited to AMI twoway communications utilizing specialty hardware and software.

Supervises and participate in a system wide operational functions diagnostic analysis in order to troubleshoot the AMI systems operations by tracking twoway communications issues from the meter to the collector to the central server the WBO and to the customer.

Operates AMI hardware consisting of data transmitters data collectors antennas and specialty software; must have the ability to use laptop/tablet/smartphone in field and office environments to analyze troubleshoot and take corrective actions to restore repair and eliminate critical twoway communications and data transfers download GPS coordinates of meter location create notes for new accounts. Verify all information is downloaded into system correctly for permanent record successful reads and data transmittal.

Monitors and reports illegal meter tampering.

Records daily work activities for permanent record.

Represents ACC PUD with the residential and business communities.

Schedules time for different type repairs and installation.

Gathers materials and supplies used in daily activities.

Plugs/pulls meters to connect or disconnect water service as appropriate.

Replaces meter boxes and lids; changes cutoff valves; replaces meter couplings; raises tests and relocates meters.

Installs concrete vaults; finishes concrete and backfills around vaults; landscapes areas.

Tests meters of various sizes for accuracy using specialized test equipment.

Operates and maintains meter testing equipment.

Operates equipment such as a utility vehicle backhoe dump truck boom truck tapping machine air compressor water pump; assures preventive maintenance of vehicles and equipment.

Responds to complaints regarding water pressure high bills water leaks and other related problems; determines responsibility for leaks.

Advises customers of water business policies operating procedures and charges.

Responds to emergency service calls when on standby.

Responds to routine requests for information from officials employees members of the staff the public or other individuals.

Reads and interprets blueprints maps and plats.

Prepares and/or receives various forms reports or other documents; processes and forwards as appropriate.

Performs other related duties as required.

Knowledge Skills and Abilities

Knowledge of the principles practices and procedures of the Unified Government of AthensClarke County and the operations and functions of the Public Utilities Department.

Knowledge of practices policies and procedures as necessary in the completion of daily responsibilities.

Knowledge of all applicable laws ordinances policies standards and regulations pertaining to the specific duties and responsibilities of the job.

Knowledge of any changes in policy methods operations budgetary and equipment needs etc. as they pertain to departmental operations and activities.

Knowledge and skills associated with all field functions in the operations of the AMI system.

Knowledge of two way radio transmitters and receivers relative to diagnostics and repair critical to internal data management.

Knowledge of AthensClarke County policies and procedures pertaining to the repair and maintenance of AMI water meters collectors transceivers and handheld devices relative to the operational analysis and troubleshooting of twoway communications and data transfers.

Knowledge and skill to operate various machinery and equipment including a utility vehicle backhoe dump truck boom truck tapping machine air compressor water pump twoway radio etc.

Skill in use of desktop computer laptop smart phone tablet etc. and ability to learn new software.

Skill in reading maps blueprints and subdivision plats.

Skill in installing and repairing AMI water meters in the installation and operation of backflow prevention devices and in the operation and repair of backflow preventers and pressure reducing valves.

Skill in driving finishing concrete following instructions and supervisory practices.

Ability to develop and administer policies procedures plans and activities and to monitor performance of subordinates against measured established goals.

Ability to develop and implement longterm goals for the department in order to promote effectiveness and efficiency.

Ability to effectively communicate and interact with subordinates management employees members of the general public and all other groups involved in the activities of the Unified Government of AthensClarke County as they relate to the Public Utilities Department.

Ability to assemble information and make written reports and documents in a concise clear and effective manner.

Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations determining and deciding upon procedures to be implemented setting priorities maintaining standards and resolving problems.

Ability to comprehend interpret and apply regulations procedures and related information.

Ability to handle required mathematical calculations.
