GENERAL PURPOSE
Performs a variety of technicaladministrative and supervisory tasks in the course of directing thedaytoday law enforcement operations of the city including patrol/trafficinvestigations animal control crossing guards school safety functions anddepartment training.
SUPERVISIONRECEIVED
Works under the general supervision of the PoliceChief. Is delegated departmentalresponsibility in absence of Chief of Police.
SUPERVISIONEXERCISED
Provides general supervision to department staff as assignedby the Chief of Police.
ESSENTIALFUNCTIONS
Reports directly to the Chief of Police; commands patrol orinvestigative division; may serve as emergency field supervisor.
Assures high morale discipline and training of officers.
Assumes command of department in absence of Chief; providesexecutive and technical leadership; monitors division effectiveness.
Assumes total responsibility of the department in theabsence of the Police Chief; assists in the development of departmentalprograms; performs various administrative and managerial duties as assigned bythe Chief.
Conducts investigations of complaints involving officers.
Attends staff meeting gives briefing makes recordsrepresents department as needed.
Performs or directs planning and research projects;prepares submits reports and explains findings.
Plans organizes and directs varied training and otherprograms.
Oversees the evidence custodian and performs audits of theevidence room.
Determines the need for new vehicles equipment andsupplies.
Assists the police chief with policy and procedure updates.
Assists the police chief in preparing the department budget.
Reviews offense reports and screen information for pressreleases.
Represents the police department at public meetings onspecial topics of interest or on law enforcement in general.
Provides assistance to the patrol and investigationsdivision by being available for calls or backup when other officers needassistance.

MINIMUMQUALIFICATIONS
1. Educationand Experience:
A. Graduation from a college or university with a bachelors degree inpolice science criminology or some other related field:
B. Eight years of progressively responsible lawenforcement experience two of which must have been as a sergeant;
C. Or an equivalent combination ofeducation and experience.
2. KnowledgeSkills and Abilities:
Considerable knowledge of Riverdale City and its street systems;applicable Federal State County and City laws and ordinances anddepartmental rules and regulations; modern law enforcement principlesprocedures techniques and equipment; legal and political environment associatedwith police administration; federal state county and city ordinances;specialty programs i.e. NOVA COPS etc.; principles of law enforcementadministration; investigative procedures and practices; legal liabilitiesassociated with arrest and law enforcement; court room procedures and laws ofevidence; principles of effective supervision and employee motivationinterpersonal communication skills and public relations; budgetary practicesand procedures and fiscal management; local geography road systems andboundaries; standard firstaid administration.
Working knowledge of English grammar and technical writing skills.
Some knowledge of principles of psychology and sociology.
Skill in the use of firearms and familiar with the operation ofother special police equipment.
Ability to react effectively in emergency and stress situations;ability to exhibit imagination initiative and problemsolving capability incoping with a variety of law enforcement situations; ability to follow standardsafety practices and procedures common to law enforcement work ability toperform work requiring good physical condition; ability to communicateeffectively verbally and in writing; ability to establish and maintaineffective working relationships with employees other agencies and the public.
3. SpecialQualifications:
Must be P.O.S.T. certified and mustmaintain certification by attending a minimum of 40 hours of specializedtraining each year.
Must possess a Valid Utah DriversLicense
Must meet department specifiedphysical fitness requirements

This position is an atwillposition and is exempt from the protections of Utah Code. As such the Assistant Police Chief may beterminated with or without cause and shall not be entitled to due process appealauthority as set forth in Utah Code.
The Assistant Police Chief positionis an exempt position under the Fair Labor Standards Act.
