The Public Works Facilities & Parks Department (PWFP) brings together a range of functions to ensure safe building construction plan for the future needs of the County manage infrastructure and county facilities and protect natural resources. The Department is responsible for public works county roads and bridges county parks and county facilities.

The Public Works Facilities & Parks (PWFP) Department is in immediate need for a Capital Improvements Manager.Under general direction the Capital Improvements Manager is responsible for planning coordinating and managing the administrative and fiscal aspects of the design and construction of capital improvement projects. The position functions as a liaison for project team activities between architects engineers construction contractors and various County agents and personnel.

The Eligible List established by this recruitment process may be used to fill current and future vacancies on a regular fulltime parttime or temporary basis Countywide.

Examples of Duties

  • Responsible for the management of multiple complex projects that require an indepth understanding of project budgets scoping project size state and local agencies general architectural and site analysis on multiyear projects
  • Planorganizeanddirecttheannualworkplanofassignedstafftoallowforthedevelopmentdesign construction and modificationsof scheduled capital projects and unscheduled maintenance within the developed schedule budget and funding
  • Prepare and process RFPs correspondence reports contract documents legal notices testing and inspections;reviewsbidsandproposalstomakerecommendationsonawardingofcontractsandteam selection
  • Attendsmeetings andmakes presentations toprojectteamcommunitygroupsrelevantagencies and the Board of Supervisors
  • Administers construction contracts including work inspection contract revisions submittals payments schedules budgets and project closeouts
  • Determine staffing needs of the assigned area and oversee selection training and evaluation of subordinatescoordinatethedevelopmentofsubordinatemanagementstaffandmotivatestafftomeet organizational goals and objectives
  • Reviews and approves technical reports designs and contract documents to ensure compliance with projects and budget estimates; coordinates the review and/or preparation and implementation of schematic plans design development specifications and cost estimates with clients developers architects engineers consultants and related professional service providers

THE SUCCESSFUL CANDIDATE
Will have a proven track record demonstrating the following knowledge skills and abilities:

Thorough Knowledge of:
  • Principles and practices of project management including planning scheduling organizing and coordinating
  • Contract negotiation tactics and strategies
  • Principles of architectural design security systems design construction and related fields to include components of the California Environmental Quality Act; principles of structural mechanical and electrical design to include related building codes
  • Public administration including the principles and practices of governmental budgeting human resources management and the organization and functions of County government
  • Applicable federal state and local laws related to the assigned project area; energy conservation and environmental management systems
  • Safe working practices related to capital improvement/construction activities building safety regulations CAL OSHA to include pertinent methods and equipment
  • Research methods including data collection and analysis; the administrative and economic aspects and procedures used in the construction maintenance operation and repair of facility
  • Office procedures and electronic data management to include personal computer programs and related software (Excel Word Project Management etc.)
Skill and Ability to:
  • Plan organize and manage major capital improvement projects
  • Collect analyze and evaluate information and complex data to make sound judgment logical decision and defensible recommendations
  • Plans train direct assign coordinate supervise and evaluate staff; functionally supervise programs and projects for efficiency and cost effectiveness
  • Communicate effectively orally and in writing; make presentations before a wide variety of groups; prepare clear and concise reports correspondence and technical memorandum
  • Develop and prepare a budget; analyze budgeting expenditures related to construction projects
  • Establish and maintain effective working relationships; provide excellent and courteous customer service; and evaluate and develop improvements to enhance the effectiveness and efficiency of services
  • Effective interpersonal team building and leadership skills
  • Anticipate problems and resolve disputes

Any combination of training education and/or experience which provides the knowledge skills and abilities and required conditions of employment listed above is qualifying. An example of a way these requirements might be acquired is:

Education:

Bachelors degree in Architecture Civil or Structural Engineering Construction Management or a related field

AND

Experience:

Three years of increasingly responsible management experience

AND

Two years of construction and/or capital improvement project management experience
