Digital Consultants is seeking a Contract Project Manager (COPM) to lead the AF TENCAP IT Services 2.0 program in Colorado Springs CO. The COPM will provide full lifecycle management oversight across all IT service desk cybersecurity engineering and configuration management functions supporting the AF TENCAP mission.

This position requires demonstrated experience in IT program leadership within DoD environments strong executivelevel communication skills and a deep understanding of systems administration cybersecurity compliance and classified network operations. The COPM must possess the authority to commit company resources make binding decisions and proactively address and mitigate risks.


Duties to include:

  • Provide program management leadership and guidance for all contractor employees.
  • Assign and monitor tasks across all technical and functional support areas.
  • Convene and lead monthly Technical Status Meetings with the Government team.
  • Prepare and maintain the Project Management Plan (PMP).
  • Manage transition activities including the TransitionIn and TransitionOut Plans.
  • Actively identify and alert Government staff regarding potential resource programmatic or contractual risks.
  • Respond to Government issues concerns and comments with authority to commit contractor resources and make decisions.
  • Ensure the quality efficiency and timeliness of all contract deliverables.
  • Maintain project communications and reporting (e.g. staffing plans security travel coordination).
  • Direct corrective actions when contractual or technical deficiencies are discovered.
  • Manage personnel turnover processes ensuring compliance with Key Personnel substitution protocols.
  • Approve occasional situational telework for personnel (regular telework must be coordinated with the COR).
Requirements
  • Clearance: Active TS Clearance and eligibility for SCI.
  • Certifications: PMP Preferred.
  • Experience: Minimum 8 years of direct Program or Project Management experience leading IT/cyber contracts for DoD/Federal customers.
  • Prior management of classified networks (TS/SCI JWICS SIPRNET) preferred.
  • Experience developing and executing Transition Plans and Project Management Plans (PMP).
  • Skilled in risk identification mitigation strategies and issue resolution.
  • Strong leadership decisionmaking and delegation skills.
  • Ability to manage crossfunctional teams in a dynamic environment.
  • Excellent written and verbal communication skills.
  • Familiarity with NIST RMF ICD 503 and cybersecurity accreditation processes.
  • Ability to execute strategy and deliverables as well as write communicate facilitate and present cogently to and/or for all levels of industry audience clients and internal staff and management which includes the following: presentation slides practice marketing materials change management plans and/or project plans workshops for various internal and external clients and audience levels practice methodologies and tools policies and procedures whitepapers other standard business communications.
  • The candidate must with or without reasonable accommodation be able to sit stand use computers and monitors and perform duties in an office environment for extended periods. The candidate must be able to lift up to 40 lbs. on occasion (e.g. move a case of paper or similar task) that may occur on occasion.
