The job:
The Finance Director is primarily responsible for financial planning and budgeting as well as financial reporting and financial data analysis for the Executive Director and the TriCounty Board. This position has chief management authority in all functional areas of the Finance Department including medical billing accounts receivable accounts payable and payroll. The Finance Director provides executive strategic direction for the agency and develops and measures and drives key performance indicators.
This position is also responsible for providing direct or indirect management of MCCFLs business services functions and for working with payors the Oregon Health Authority (OHA) Coordinated Care Organizations (CCOs) regulatory agencies auditors and other stakeholders to help ensure MCCFLs success.
Reports to: Executive DirectorWhat you bring(Qualifications):Any combination of education and experience that demonstrates the ability to perform the positions essential responsibilities is qualifying. This includes:- Bachelors degree in accounting or a closely related field (Masters degree in accounting is preferred) AND
- Five (05) years of fiscal management work that includes seniorlevel leadership in a midsize healthcare organization with a budget of over $20M AND
- Demonstrated professional accounting experience in a healthcare setting.
- CPA certification is preferred.
- Knowledge of Streamline Electronic Health Record (EHR) is preferred.
- Bilingual fluency in English/Spanish is preferred.
- Must pass all criminal history check requirements as required by ORS 181.536181.537 and in accordance with OARto.
- Must possess a valid Oregon or Washington Drivers License maintain an acceptable driving record and be insurable for travel between business offices and community locations for meetings and/or trainings; or otherwise possess a reliable alternative form of transportation.

What youll do:The following list represents the essential responsibilities (functions) of the position. It does not however represent all of the duties the position may be asked to perform: - Direct and coordinate MCCFLs financial and budget activities in order to fund operations maximize revenue increase efficiency and provide strict budgetary control.
- Work with the Executive Director to provide leadership and technical assistance for fiscal management including issues that may arise with OHA auditors CCOs and other funding sources vendors and Board requests.
- Analyze operations and key performance indicators to evaluate performance of the organization and its staff in meeting financial objectives and to determine areas of potential revenue maximization cost reduction program improvement and policy change.
- Be a strategic thought partner of the MCCFL executive leadership team. Address development analyze threats and create opportunities for the agency.
- Develop and monitor billing systems to ensure requirements are met to collect account for and receive revenue from the State of Oregon CCOs Medicare and Insurance companies. Provide oversight to the billing team to ensure requirements are met for maximum return on services billed.
- Prepare and consolidate the Agency budget within public budgeting regulations.
- Ensure that all contracts are current and meet applicable State and County regulations. Assists in audits of subcontracts and programs.
- Assume responsibility for the integrity of the general ledger system. Ensure that new G/L accounts and subaccount structures are properly set up to track new activity to the funding source.
- Develop and deliver financial reporting to ensure that managers are fully aware of financial goals specific to their program area including budget and actual expenditure information. Work with managers and supervisors to develop easily understandable reporting processes and formats. Provide financial reporting information to the Executive Director and TriCounty Board monthly and as requested.
- Establish and maintain relationships and work cooperatively with all levels of the agency TriCounty Board of Directors community partners business insurance and financial institutions and with a variety of financial stakeholders including CCOs State and Federal Agencies and local governments.
- Responsible for financial statement preparation and management of audit review processes.
- Provide direct and indirect supervision to assigned staff. Hire train and coach staff. Manage staff performance including performance evaluation skill development and corrective action.
- Attendance and presentation of relevant finance department materials at agency meetings to include Executive team Management Leadership and All Staff.
