Position Overview

The Department of Corrections is seeking a highly motivated professional to serve as the Fiscal Strategic Planning Business Administrator. In this role you will managing a fiscal operation within a multimilliondollar organization while maintaining strict security protocols. Key responsibilities include coordinating budget preparation and revisions managing compliant purchasing operations supervising staff and handling personnel matters analyzing contracts evaluating budgetary needs and ensuring adherence to accreditation standards. The role emphasizes efficient financial management procurement processes and the development of training materials for fiscal personnel. We encourage all qualified applicants to apply.

Essential Functions

  • Directs and coordinates the budgetary process within the General Office and Adult Education departments.
  • Coordinates and directs purchasing requisitioning storage distribution of items and services.
  • Serves as a fullline supervisor.
  • Directs and supervises the analysis of contracts and certain contractual expenditures.
  • Evaluates and justifies budget for to ensure adequate revenue for manpower.
  • Directs accounting procedures in accordance with rules and regulations.
  • Remains uptodate and in compliance with applicable standards of Commission of Accreditation Administrative Regulations and Directives Procedures Manual Statewide Accounting Management System Manual and Local Business Procedures Manual.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four 4 years of college with a major in Business Administration Business Management Finance Economics Accounting or related field.
  • Requires three 3 years of progressively responsible administrative experience in fiscal operations for a public or business organization.

Preferred Qualifications

  • Prefers at least three 3 years of experience performing full range of fiscal functions within a large organization 500 or more staff).
  • Prefers at least three 3 years of supervisory experience.
  • Prefers at least three 3 years of experience utilizing automated financial systems.
  • Prefers a Bachelors Degree in Business Administration Business Management Finance Economics or Accounting.
  • Prefers at least three 3 years of experience managing a multimilliondollar budget for a large organization.
  • Prefers at least three 3 years of experience handling contract establishment contract monitoring and procurement processes.
  • Prefers at least two 2 years of experience in property control and inventory management.
  • Prefers at least six 6 months of experience with Bid Buy or other procurement software.
  • Prefers at least six 6 months of experience interpreting collective bargaining contracts and supervising union covered employees.

As a result the employee should be aware that if offered non State employment during state employment or within one year immediately afterending State employment the employee shall prior to accepting any such non State employment offer notify the Office of the Executive Inspector General for theAgencies of the Illinois Governor (OEIG) or may be subject to a Requires Economic Interest Reporting
  • This position has been found to meet the requirements in section 4A101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act 5 ILCS 420/4A et seq. requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 1509 Fines and penalties apply to untimely filings.
  • Requires ability to pass the IDOC/IDJJ background check.
  • Requires ability to pass a drug screen. The use of unauthorized by an employee regardless of the position held is prohibited.
