The Opportunity

WSDOT is currently seeking to fill a Transportation Engineer 3 (TE3 vacancy within the Signal Operations Office located in Lacey WA. In this role you will analyze develop and implement Traffic Signal Timing Plans that optimize traffic flow at our signalized intersections. While working under minimal supervision of the Transportation Technical Engineer the TE3will provide safe and efficient operations of our signalized corridors ramps and intersections utilizing high level knowledge of engineering principles methods and practices. In addition the successful candidate will be responsible for implementing signaltiming revisions and gathering field data assisting with new signal turn on. Our top candidate will be comfortable working in an office setting or in the field as this position will perform duties that are outdoors in inclement weather possibly on construction sites in daytime or nighttime.


What to Expect

This position performs work that requires traversing rough steep and uneven terrain; performing duties low to the ground or at ground level; standing for extended periods of time. Exposure to hazards include those commonly found along a state highway environment such as severe weather conditions; noise; limited visibility; air quality hazards such as exhaust; proximity to highvolume highspeed traffic; heavy construction equipment materials chemicals and products; proximity to creeks and bodies of water.


Among the varied range of responsibilities held within this rolethe TE3 Signal Operations will:

  • Perform detailed capacity analysis to evaluate the timing patterns and phase sequences for coordinated or standalone signal systems.
  • Analyze Level of Service and Queue Lengths for various Turning movements.
  • Compare approach delay and overall intersection delay.
  • Direct and conduct on site monitoring throughout Olympic Region; conduct field observations of existing conditions and of the revised operations.
  • Program traffic signal controllers in the field or the office.
  • Verify new signal equipment matches plan for turn on fine tune signal timing for proper offset gap timing pedestrian clearance and all red clearance times.
  • Determine proper time of day for pattern changes and program signal controllers accordingly.
  • Review design plans and provide signal operations expertise and direction to various WSDOT sections local government agencies and private interests on matters related to signal operations.
  • Review and comment on delineation plans wiring diagrams field wiring termination details and signal standard detail charts.


Qualifications

This is a Transportation Engineer 3 (TE3 position. However the hiring manager reserves the right to fill the position at a lower level (TE2 depending on qualifications providing an opportunity for an individual to gain the required experience on the job as part of a formal intraining plan.


To be considered at the TE2 at least one 1 the following are required:

  • Certification as an EngineerInTraining and one 1 year of experience as a Transportation Engineer 1 Transportation Technician 3 Bridge Engineer 1 or equivalent experience such as analysis of problems that involve transportation issues. OR
  • Two 2 years of experience as a Transportation Engineer 1 Transportation Technician 3 Bridge Engineer 1 or equivalent such as listed above. OR
  • A masters degree with major study in civil engineering structural engineering geotechnical engineering soil mechanics traffic transportation or a closely related field.


To be considered at the TE3 the following are required:

  • One 1 year of experience as a Transportation Engineer 2 or equivalent work experience such as a Bridge Engineer 2 or Transportation Planning Specialist 2 or equivalent experience such as analysis of problems that involve transportation issues.


In addition to one of the above following are required at both levels:

  • Ability totransport move and manipulate various types of equipment weighing up to 50 pounds.
  • Experience in communicating effectively in a diverse and inclusive environment and to multiple audiences both orally and in writing.
  • Proven skills to examine develop and propose alternate solutions to complex elements of a project.
  • Experience in being able to effectively work both individually and within a diverse team environment.
  • Experience adhering to safety policies and diligence in performing work in a safe manner.
  • Experience in working independently prioritizing workload and managing multiple assignments.
  • Experience utilizing traffic modeling software to generate reports.
  • Skills related to computer applications involving computer aided drafting roadway modeling databases word processing and spreadsheets.
  • Skills to examine develop propose and implement alternative solutions to complex engineering issues.
  • General knowledge of environmental regulations laws and permits.
  • A valid drivers license with the ability to travel from office to field or job sites.


It is preferred that qualified candidates also have:

  • One 1 year of experience as a Transportation Engineer 2 or equivalent performing traffic design traffic analysis and/or traffic operations.
  • Experience in signals illumination and signing.
  • An associates degree in civil engineering transportation engineering or equivalent.
  • A valid Traffic Control/Flagging card.
  • A First Aid Certification.
