BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Under the overall policy guidance of the WFP Framework of Accountability for security and in coordination and cooperation with the United Nations Department of Safety and Security (UNDSS) the security goal for WFP is to enable WFP to conduct its activities and to implement its strategic objectives while ensuring the safety and security of its personnel and security of its operations premises and assets.

In doing so WFP will continue as a frontline agency adopting as far as is practicable a how to stay security culture to tackle the critical hunger needs of affected populations anywhere in the world especially taking account of the high number of operations in countries affected by conflict.

This aim implies that WFP will have a capacity for proactive flexible and effective security deployment of support staff and a dynamic security management culture in order to deliver effectively to populations at risk. The SAM project concept is an essential part of this overall WFP security strategy.

The WAE CSTs as part of the overall SAM project will provide a global pool of deployable expertise deployable as Security support missions.

ACCOUNTABILITIES/RESPONSIBILITIES:

The principle aim of the Security Assistance Mission (SAM) project is to support existing UN and WFP security measures by both compliance related missions and security support missions.

SAM support missions will be conducted in coordination with the relevant Regional Security Officer (RSO) Prior to deployment the SAM consultant will receive a briefing from the coordinator of the SAM project (Head of SPU) and other appropriate briefings as required.

WAE consultants may be deployed on Security Support missions of up to 28 days in support of either HQ Regional or Country offices. Such missions are arranged on a case by case availability basis deployed on the authorization of the Director WFP Security Division and working to specific TORs for each mission. The TORs will specify reporting lines and responsibilities.

In coordination with WFP security training unit the WAE consultants may be deployed to deliver recognized security related CBLbased training in accordance with UNSMS policy/guidelines subject to meeting the appropriate qualification level and language ability requirements. All security support mission CSTs will produce a short ad hoc report for SPU and the relevant RSO at the conclusion of the mission and a more substantive report may be required to the specific TOR for the mission. WAE employed consultants may be requested to perform duties and functions outside the scope of this TOR at the discretion of the SEC Director and/or SEC Chief of Operations based on divisional needs and unique skill sets.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in Security Management International Relations or Law Enforcement or other relevant field or First University degree with additional years of related work experience and/or training/courses. A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted in lieu of the First University degree.

Experience:

Solid professional experience in security management (relevant military policy or corporate) and/or security risk management with a background and interest in international humanitarian development. Experience in adult education training environments further experience in delivering training for UN Personnel is an asset.

Knowledge & Skills:

Languages:

Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language is desirable.
