The Environmental Permit Staff Supervisor plays a critical role in overseeing seniorlevel permitting staff in obtaining permits and ensuring compliance with environmental regulations for WDFW Construction Activities.

In addition to managing permitting and compliance for statewide construction projects you will assign work review materials and represent the department in meetings and public hearings.

What to Expect

Among the varied range of responsibilities held within this role the Environmental Permit Staff Supervisorwill

Permit Coordination and Environmental Compliance:

• Prepare and submit permit application packages supporting permit documents and secure final permits in a timely manner.
• Review projects for environmental and Endangered Species Act (ESA) impacts. Provide project manager with options to meet environmental requirements.
• Write Biological Assessments Habitat Management Plans Wetland reviews and other biological documents required for permitting.
• Contact federal state and local regulatory agencies to determine permitting requirements.
• Coordinate with project managers to assess project designs determine mitigation needs and develop solutions.
• Schedule and attend meetings and serve as an advocate of WDFW projects.
• Review research consult technical experts conduct site visits analyze data and write reports.
• Stay current on environmental regulations and shoreline plans.

Planning Supervision and Mentoring:

• Determine permit requirements for CAMP projects estimate staffing needs and assign tasks.
• Supervise and mentor technical and professional staff to support an effective motivated team.
• Set goals and objectives develop strategies to implement and develop performance measurements and standards to ensure individual and program performance objectives are met.
• Ensure safety policies procedures and trainings are followed and that staff are operating in a safe manner.
• Monitor and inspect work in progress to ensure continuity and timely completion of work.

Environmental Compliance and Project Implementation:

WORKING CONDITIONS:

Work Setting including hazards:

• Approximately 80 office work and 20 field work.
• Field work involves working in all weather conditions including extreme heat rain or snow. Working in rough terrains in water riverbanks slippery slopes and other surfaces in all types of weather conditions.
• This position may involve working in or near water including tasks that require navigating negotiating and performing duties related to water environments.

Schedule:

Travel Requirements:

• Travel 20 will be required throughout the state to attend trainings meetings and site visits.
• Travel for fieldwork will also be required.

Required Qualifications:

Option 1:

All of the following

• A Bachelors degree in fisheries wildlife management natural resource science or environmental science.
• Five 5 years of professional experience in fish management or fish research wildlife management or wildlife research or habitat management or habitat research.
• Two 2 years of supervisory experience. (May be gained concurrently with the experience above.

Please Note:Closely related qualifying experience may be substituted for the required education on a yearbyyear basis.

Certifications/Licenses:

Valid drivers license.

Option 2:

All of the following

• A Bachelors degree in fisheries wildlife management natural resource science or environmental science.
• Four 4 years of experience in planning and permit acquisition for complex projects.
• Two 2 years of supervisory experience. (May be gained concurrently with the experience above.

Certifications/Licenses:

Valid drivers license.

Preferred Qualifications:

In addition to the required qualifications our ideal applicant will possess some or all the following:

• A Ph.D. in fisheries wildlife management natural resource science or environmental science.
• Four 4 years as a Fish and Wildlife Environmental Planner 3 or similar.

Experience in:

• Project management principles and techniques.
• Environmental laws pertaining to water quality air quality navigation and discharge waters.
• Methods and objectives of natural resource planning including stormwater development and land use actions.
• Planning regulations and shoreline master programs including processes and individual jurisdictional codes and requirements.
• Restoration and mitigation techniques.
• Planning wetland delineations wetlands ratings and reporting requirements.
• Stream hydraulics.
• Working in an active construction site.
• Land management and development.
• Soil conservation and contamination including local potential contaminates.
• Lake and stream management including applicable BMP usage for inwater work.
• Principles and procedures of wildlife fish and habitat management and biological research including outreach to local experts and development of complex plans to meet jurisdiction requirements.
• Coaching and Mentoring.
• Managing Projects and Programs.
• Monitoring and evaluating the progress and outcomes of plans appraising deficiencies or difficulties and altering the plan accordingly.
• Principles and practices of construction/maintenance safety program.
• Team Leadership.
• Habitat management plans and use of areas by outdoor recreational fishers and hunters.
• Principles of harvest management and natural production.
• Methods of biological data collection interpretation and presentation including complex writing analyses.
• Statistical and research theory and techniques.
• Experimental design.
• Population measurement techniques.
• Silviculture.
