Supervisor/Evaluator: Assistant Superintendent Human Resources
BASIC FUNCTION: Under the direction of the Assistant Superintendent Human Resources the Confidential Personnel Technician performs a variety of highly responsible clerical/technical duties in the processing and maintenance of classified and certificated personnel actions records and reports. Employees in this classification receive limited supervision from a department administrator or his/her designate within a framework of standard policies and procedures. This job class exercises responsibility for the accurate and timely processing of personnel matters requiring independent judgment in the application of established personnel policies and procedures. Positions in this job class function within the area of classified and certificated personnel assignments. Additionally the Confidential Personnel Technician serves a critical function with regular duties involving labor relations negotiations and grievances.
TYPICAL DUTIES (Responsibilities will include but are not be limited to):
The Personnel Technician is responsible for the following duties:
- Establishes and maintains confidential personnel files for all employees including both certificated and classified.
- Processes required paperwork for new employees including benefit plan enrollments.
- Calculates salary schedule placement based on education credentials experience or other designated criteria and prepares employment contracts as required.
- Processes credential applications and monitors renewal dates for certificated staff.
- Calculates sick leave and vacation pay as required.
- Provides information and assistance to job applicants and employees regarding employment standards and requirements.
- Processes resignations retirements and other personnel transactions for classified and certificated staff such as position/assignment changes salary increases professional growth credits and changes in employee benefit plan enrollments.
- Maintains files of classified and certificated substitutes and monitors usage of employees designated as temporary.
- Acts as liaison with County Office and Payroll Department in matters relating to personnel transactions and changes.
- Assists in preparation of cost analysis of collective bargaining proposals.
- Maintains a variety of complex records and files monitoring dates to assure required action is completed in a timely manner.
- Collects data for and prepares a variety of reports and correspondence independently related to assigned functions.
- Acts as information source to District employees and administrators regarding personnel related policies procedures records transactions and requirements.
- Monitors employee absences and posts information and balances to employee records.
- Coordinates employer record keeping function with County Office; updates records via computer terminal as required.
- Provides calculation and salary data to negotiating teams for all bargaining units.
- Acts as a liaison between external agencies such as CalSTRS CalPERS and EDD.
- Attends meetings and trainings as required.
- Performs other related activities as required.
KNOWLEDGE AND ABILITIES:
- Extensive working knowledge of relational databases spreadsheet systems payroll systems and employee management systems.
- Knowledge of report preparation and writing techniques.
- Knowledge of effective record keeping system and procedures.
- Knowledge of school credentialing requirements.
- Knowledge of modern office procedures including proper telephone techniques.
- Ability to interpret and apply pertinent policies laws rules and procedures affecting personnel transactions payroll practices and record keeping requirements.
- Ability to gather and analyze data for preparing reports.
- Ability to perform complex mathematical calculations accurately.
- Ability to establish and maintain accurate personnel files and records.
- Ability to maintain the security and confidentiality of specified records and information.
- Ability to communicate effectively and tactfully in both oral and written forms.
- Ability to type accurately at a rate required to successfully perform assigned duties.
- Ability to operate standard office equipment.
- Ability to operate computer terminal and various software and programs at an advanced level.
- Ability to establish and maintain effective work relationships with those contacted in the performance of required duties.

OTHER CHARACTERISTICS:
- Willing to work irregular hours/days including evenings weekends and holidays and to be oncall for emergencies
- Willing to travel locally
- Willing to work at any school location and be assigned to additional duties as needed
REQUIRED QUALIFICATIONS:
- Minimum of five years of experience in clerical and/or administrative assistance work or related scope of work
- Valid California Drivers License with clean driving record
- Must reside within 45minutes of the GUSD Administration Office
PREFERRED QUALIFICATIONS:
- Previous experience in schoolrelated clerical work
- Previous experience in confidential setting
- Bilingual in English/Spanish
