The North Carolina Department of Revenue Information Technology Service Development & Implementation has an opening for Deputy CIO Director II Position.

Please note this position is Exempt Managerial.

The North Carolina Department of Revenue Information Technology Division (IT) provides technology services to NCDOR staff and 14 service centers across North Carolina. The Department of IT Service Development and Implementation has a position for an IT Director II.

The Service Development & Implementation Department of NCDOR IT is responsible for clarification and prioritization of investments in services understanding of objectives through business relationship management (Service Strategy) design of IT services including processes policies and documentation that will enable IT services that meet the needs of the Agency (Service Design) the planning validation and testing and implementation of IT services while managing risk for new changed and retired services in order to protect the product environment (Service Transition) and manage knowledge information and identify and implement improvements to IT services (Continual Service Improvement).

The Deputy Director of IT Service Development & Implementation is responsible for the management and completion of projects and changes flowing through the ITIL v3 process including customer relationship management requirements gathering overarching technical design contract and memorandums of understanding support change management configuration management validation and testing release and deployment management and knowledge management to meet both business and technical needs. This is accomplished through a group of Managers from the Project Management Office Service Design Technical Design and Documentation Validation and Testing Release Management and Continual Service Improvement. Position ensures work to be performed is identified and prioritized to meet Agency needs and is generally implemented using structured project and Systems Development Life Cycle (SDLC) methodologies based on ITIL v3.

Knowledge Skills and Abilities / Competencies

  • Thorough knowledge of ITIL v3 methodologies and the tools and techniques used in all phases of the SDLC
  • Thorough knowledge of the capabilities and limitations of a wide range of equipment software and services necessary to administer the information processing needs
  • Thorough knowledge of the management techniques involved in resource allocation and personnel management
  • Ability to make determinations based on facts identify problems report potential problems and assess options
    proactively
  • Ability to ensure implementation of policies and procedures
  • Ability to translate organizational goals into operational multiyear plans
  • Ability to establish and maintain effective positive and productive working relationships with peers all levels of
    management vendors and the public
  • Ability to communicate technical terms and concepts to both technical and nontechnical staff and customers and communicate effectively with all levels of management and staff
  • Experience managing mentoring evaluating and providing feedback to others
  • Ability to identify performance issues recommend/implement performance improvements
  • Demonstrated experience in Project Management

Minimum Education and Experience Requirements

Bachelors degree in computer science or IT related field from an appropriately accredited institution and six years of progressive experience in the related area including at least two years of managerial experience; or Associate degree in computer science or IT related field from an appropriately accredited institution and seven years of progressive experience in the related area including at least two years of managerial experience; or an equivalent combination of education and experience.
