Job Description

Introduction

The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland supporting important state programs and services including education public health and safety human resources and the environment. In addition to generating revenue from the sale of lottery products the MLGCA is also responsible for the oversight of the states casino gaming program providing direction and guidance to its casino partners on financial security regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering Daily Fantasy Sports and Electronic Bingo as well as Instant Ticket Lottery Machines which are located at almost 90 Veterans posts. Gaming in Maryland is a dynamic and growing business that operates around the clock 365 days of the year.

Main Purpose of Job

The candidate for this position will be required to fully grasp uphold and follow all Maryland State Gaming Laws COMAR Regulations and Division Policy & Procedures pertaining to the enforcement tracking reporting auditing and consolidation of the following:

Mandatory Exclusion Program
Casino Employee Licensure Revocations (Conduct Based Violations)
JIRA Compliance Audits for Revocation/Mandatory Exclusion Investigations
Commission Hearings Preparation Pertaining to CCU & Conduct Based Employee Revocations & Denials
Reconsideration Hearings Mandatory Exclusions
Reconsideration Hearings Denials
Appeal Hearings (OAH) (Attorney Generals Office) Licensure Revocations
Prompt/Accurate Response to Subpoenas

The candidate must be detailed diligent and maintain a focus geared to the primary oversight and direction of the Mandatory Exclusion Program for casino patrons and Licensure Revocations for casino NonGaming & Gaming employees as well as the Denial of a Licensee.

The candidate will fulfill the duties required by management of a Licensing Specialist only as assigned. This position will be responsible for determining the financial regulatory and overall due diligence considerations for one or more of the Video Lottery Terminal (VLT) facility operators manufacturers contractors their officers directors employees and other designated persons.

The candidate must possess effective writing skills and will be responsible for drafting highly detailed and legally compliant correspondence able to withstand Commission scrutiny and appellate court challenges. The candidate must have knowledge of various investigative resources and databases such as PC Link JIRA eLicensing and MD State Judiciary.

The incumbent will provide all applicants references companies customers and stakeholders with services in accordance with the State of Maryland Customer Service Promise.

POSITION DUTIES

Possesses a continuing working knowledge of Maryland Gaming and Sports Wagering Laws COMAR Regulations and the Divisions policies and procedures that govern the determination for Mandatory Exclusions License Denials License Revocations and License Terminations for NonCompliance.

Directs the Mandatory Exclusion Program for the State of Maryland ensuring the objective and goals required for maintenance of this program are adhered to meeting all COMAR Regulations State Laws and Division Policy & Procedures timely and accurately.

Conducts thorough investigations to determine an individuals placement on the state of Marylands Mandatory Exclusion List.

Oversees licensing violation investigations conducting thorough investigations to determine the suitability of a licensee that may warrant the revocation of a license denial of a license or termination of a license as mandated by State Gaming and Sports Wagering Laws COMAR Regulations and Division Policy & Procedures timely and accurately.

Performs audits pertaining to Mandatory Exclusions and Licensees to ensure compliance by Marylands Gaming and Sports Wagering Facilities.

Drafts highly detailed and legally compliant correspondence able to withstand Commission scrutiny and appellate court challenges.

Prepare letters executive summaries investigative packets applications authorization forms and all documentation required for a Reconsideration Meeting or OAH Appeal Hearing.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelors degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Masters degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules regulations policy procedures and processes or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a yearfor year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Working knowledge of COMAR Regulations as it pertains to Mandatory Exclusions and license revocations.
Working knowledge of JIRA eLicensing ShareFile PC Link and MD State Judiciary.
Ability to communicate effectively with applicants patrons casinos licensed employees out of state agencies local state agencies and Local City and County agencies to gather additional investigative information necessary to further an investigation leading to the mandatory exclusion of a patron or revocation of a license.
Strong technical report writing skills.
Strong analytical skills that involve review of casino reports Maryland Judiciary Case Search results and final Investigative Summary Reports to construct letters of MLGCA Agency Notifications pertaining to mandatory exclusions license denials license revocations and license terminations.
Ability to communicate agency actions and recourse to patrons and licensees within the constraints of state law and COMAR Regulations.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
