Job Description

Central City Concern is an innovative nonprofit agency providing comprehensive services to single adults and families in the Portland metro area who are impacted by homelessness poverty and addictions. SUMMARY: The Eviction Prevention Manager is responsible for direct oversight and supervision of the staff supporting the Eviction Prevention Program and the Sr. Float Case Managers. This position is responsible for the development and implementation of the Eviction Prevention Program and improvements and changes to the Sr. Float Case Manager processes to assure adequate support across Supportive Housing. This position is responsible for outcomes management. This position is responsible for maintaining complex and vital relationships with multiple internal and external partners including but not limited to the Community Management team Health Services and various Department Managers across Supportive Housing and Housing.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Provide leadership oversight training support and supervision to Eviction Prevention Specialists and Sr. Floating Case Managers.
  • Implement best practices to ensure access and establish integrated outcomes measures.
  • Manage program implementation and process improvements for the Eviction Prevention Program and the Sr. Float Case Manager pool.
  • Monitor outcomes in accordance with both CCC and Funding requirements.
  • Monitor and respond to budget revenues expenses and variances within the scope of this position.
  • Assist in problem solving issues with both staff and residents.
  • Coordinate operations of Eviction Prevention Specialists and Sr. Float Case Managers ensuring adequate staffing and coverage.
  • Monitor and assist as appropriate staff efforts to connect residents to appropriate communitybased resources.
  • Responsibilities include hiring conducting regular performance evaluations coaching reviewing requests for time off and schedule changes discipline and termination of assigned personnel with support from Associate Director of Permanent Supportive Housing Services.
  • Plan and facilitate regular staff meetings. Oversee and facilitate events as needed.
  • Work with Associate Director on required internal and external reports in an accurate and timely manner.
  • Maintain effective communication with direct reports supervisor clients and community partners.
  • Oversee appropriate management and maintenance of client records system. Input and maintain accurate records of clients progress in working toward goals using MS Word and Excel and HMIS.
  • In partnership with the Associate Director of Permanent Supportive Housing Services conduct partner and internal program file and data audits.
  • Assist in development and implementation of new policies and procedures and processes as needed.
  • Provide support and guidance to Eviction Prevention Specialists and Sr. Float Case Managers who are assisting individuals in prevention eviction or with case management. Take a handson approach with team members when difficult client related issues need resolution.
  • Support Eviction Prevention Specialists to develop complex case plans to mitigate eviction risk with frequent checkins and partnership with property management staff.
  • Support Sr. Float Case Managers with developing and implementing strengthbased service plans and individualized housing case plans in partnership with relevant stakeholders to be reviewed regularly and updated as needed.
  • Offer consultation to staff on complex cases before they escalate to full team involvement.
  • Work with department managers and funding partners to develop standardized reporting mechanisms. This position is responsible for preparation and submission of reports to state and local agencies funding partners and CCC management.
  • Prepare reports correspondence and other documents relevant to the overall function of the department.
  • Attend industry conferences seminars and training sessions to monitor evolving federal state and local regulations requirements and best practices related to eviction prevention.
  • Attend appropriate community professional meetings. Assist in completing required reports for the Housing Department Supportive Housing Department Health Services and/or Administration Department promptly and accurately.
  • Provide functional backup for Eviction Prevention staff during periods of absence.
  • Complete required documentation in a timely and accurate manner.
  • Participate in compliance quality assurance and quality improvement activities as directed.
  • Attend appropriate community professional meetings trainings and events.
  • Adhere to all state and federal privacy and security regulations applicable to the program and to CCC policies and agreements regarding confidentiality privacy and security. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department as well as to your supervisor or their designee.
  • Must adhere to agencys nondiscrimination policies.
  • Perform other duties as assigned.


SKILLS AND ABILITIES:

  • Strong time management follow through and organizational skills.
  • Ability to maintain accurate records and necessary paperwork.
  • Preferred knowledge of landlordtenant law and fair housing law.
  • Familiarity with Microsoft Outlook Word and Excel.
  • Knowledge and skills in working with individuals challenged by homelessness health mental health and or chemical dependency issues.
  • Ability to successfully interact and communicate clearly with a wide variety of people including landlords partnering agencies supervisors and coworkers.
  • Ability to be creative innovative and a progressive problem solver.
  • Demonstrated ability to work independently and as a member of a team.
  • Demonstrated leadership ability.
  • Ability to learn and apply training instruction.
  • Ability to set and maintain professional boundaries and to deescalate volatile situations.
  • Demonstrated knowledge of issues related to individuals with multiple barriers to housing.
  • Ability to understand and follow oral and written instructions.
  • Demonstrated expertise in assisting individuals to develop individualized plans and providing ongoing support as they work to achieve goals.
  • Familiarity with HMIS.


MINIMUM QUALIFICATIONS:

  • Bachelors degree in social work or another relevant social science field and 3 years of supervisory or leadership experience in direct human services/housing practices or similar work experience working with the homeless population in a relevant setting
  • Knowledge of fair housing laws and tenant rights and familiarity with social health and benefit resources in Multnomah County
  • Demonstrated supervisory skills are essential.
  • Understanding of recovery terminology and ability to apply concepts.
  • Will be required to work at multiple locations.
  • Competent with MS Office suite of software including ability to create basic business documents and spreadsheets and manipulate data.
  • Must possess a current drivers license pass a DMV background check and be designated an acceptable driver as outlined in Central City Concerns Fleet Safety Policy. Must pass an initial drivers training and then pass an annual recertification. Must maintain vehicle insurance coverage of a minimum of $100000/$300000 personal auto liability coverage.
  • Must pass a preemployment drug screen and background check.
  • Must not actively be on probation or parole.
  • Will be required to carry an agency cell phone for work use. Cell phones will be provided by Central City Concern.
  • Physical ability to bend stoop kneel squat twist reach pull and lift heavy objects.
  • Must be able to climb stairs several times a day.
  • Applicant must be able to work in all CCC buildings. Some CCC buildings have restrictions due to criminal background and/or active probation and parole.
  • Ability to adhere to Central City Concerns drugfree workplace which encourages a safe healthy and productive work environment and strictly complies with the DrugFree Work Place Act of 1988. An employee shall not in the workplace unlawfully manufacture distribute dispense possess or use a controlled substance or alcohol.
  • Ability to effectively interact with coworkers and clients with diverse ethnic backgrounds religious views cultural backgrounds lifestyles and sexual orientations and treat each individual with respect and dignity.


PREFERRED QUALIFICATIONS:

  • Bilingual Spanishspeaking preferred.
  • Familiarity with community resources available to clients specific to the Portland Metro area.
