Essential Functions
Has leadership/primary responsibility for employee and labor relations policy development and performance management Provides effective leadership to motivate and develop professional and support staff Plans manages and supervises the work of professional and support personnel engaged in providing a comprehensive range of generalist support to Commission Divisions Provides guidance to managers within the various Divisions on the management of the Commissions performance management system Provides managers and employees within the various Divisions with advice and assistance in the interpretation and application of Codes Standard Procedures and Internal Operating Procedures Assists Divisions in employee investigations regarding conduct policy violations etc. Provides leadership in the interpretation and application of collective bargaining agreement(s) Serves as a member of the Commissions management team during collective bargaining Manages the various grievance and appeals procedures provided under the HR SPs and/or collective bargaining agreements Assists in case management for Human Resources standard procedures governing application of leave light duty return to work etc. Manages the Commissions unemployment program including claims processing and regulatory compliance with thirdparty administrator Provides guidance to managers on disciplinary and/or corrective action including evaluation of work performance improvement counseling and/or recommendations for release/termination Collaborates with the General Counsels Office on special employee relations cases and provides employee relations documentation for litigated actions Manages collection and analysis of exit interview/questionnaire data for employee satisfaction and trends Manages the delivery of onboarding to new employees Develops provides and delivers employee relations and labor relations training to Commission hiring managers Supervises employees in the E/LR Section including selecting or recommending selection training assigning and evaluating work counseling disciplining and/or termination or recommending termination
Work Schedule
Monday Friday 8 hours per day This role is eligible for remote work up to 2 days per week.
