Position Title: Senior Manager Budget Services

Supervised by and/or Reports to: Director of Finance
General Responsibilities: Assists the Director of Finance in the management control and coordination of the budgeting function of the School Division in accordance with School Board Commonwealth of Virginia and federal related laws policies regulations and other authoritative pronouncements.
Essential Duties:

- Plans and supervises multifaceted activities of budget services to support divisionwide budget operations.
- Advises and services departments in the preparation of budget estimates and supporting data.
- Supports the development management and publication of annual School Board budget.
- Updates formats and publishes the annual Budget Manual.
- Hires and trains budget personnel; evaluates direct report staff.
- Compiles analyzes and provides data to be included in the compilation of the Washington Area Boards of Education (WABE) Guide.
- Compiles consolidates and summarizes information on budget estimates expenditures and encumbrances.
- Monitors analyzes and projects expenditures by program and funding source(s).
- Maintains position control system managing positions vacancies transfers new positions or reduced position allotments based on budgetary allocations and school board approved position changes.
- Processes requests for and approvals of staffing assigned to extra pay assignments.
- Provides budgetary information to School Division budget holders and grant administrators as needed.
- Prepares compiles and/or coordinates materials and information to support budget work sessions.
- Attends budget work sessions and meetings as needed
- Maintains budget development module and provides training to internal stakeholders.
- Reviews and processes all budget transfer entries and budget amendments.
- Analyzes expenditure trends and budget variances to determine cause of variances and recommends budgetary adjustments and/or adjusted spending practices.
- Performs analyses research benchmarking studies and special projects as assigned.
- Supports other Finance and Human Resources department responsibilities areas as requested.
- Performs other duties as assigned.
Requisite Knowledge Skills and Abilities:
- Ability to perform financial analyses and communicate results.
- Familiarity with state and federal grants as they relate to public school funding.
- Strong oral and written communication skills.
- Thorough knowledge of Microsoft products use of personal computers and the internet.
- Experience using MS Office Professional Suite and MUNIS business software preferred.
- Ability to understand interpret and follow complex instructions and to perform detailed work with accuracy.
- Experience balancing multiple priorities and meeting deadlines.
- Ability to provide assistance to others within and outside of the department to support successful achievement of our mission.
Requisite Education and Experience:
- Bachelors degree from an accredited fouryear college or university in Public Administration Business Finance Accounting or a related field required.
- Five 5 years of related work experience in areas such as accounting budget or finance preferred.
- Knowledge and understanding of publicschool division service delivery related laws and requirements and relevant funding issues and concerns.
- Strong written and verbal communication skills.
- An equivalent combination of training and experience may be substituted for the minimum educational qualifications.
Physical Requirements:
Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see read talk hear handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment such as but not limited to: a personal computer calculator copier and fax machine. Significant climbing stooping kneeling crouching reaching standing walking pushing pulling lifting grasping or repetitive motions required.
