Job Description

Client Name: City of New York

Start Date: May 2025

End Date: May 2028

Contract Length (in weeks): 156

Technical Writerto research evaluate analyze and develop business functional and technical documentation.

The Technical Writer(s) will be responsible for:

  • Engaging with IT Solution Directors (ITSD) Executive Directors (ED) and/or Managers of DIIT functional teams to gather technical and project related information ensuring alignment with program objectives.
  • Documenting requirements from various stakeholders IT staff and decision makers for various initiatives.
  • Developing IT procurement and technology operations related documents including but not limited to reports procurement documents capital plans and technical requirements.
  • Translating complex IT product technical information into valid and comprehensive content for various audiences
JOB DETAILS

OUTLINE OF RESPONSIBILITIES
  • Communicate and collaborate with various stakeholders to capture information define business needs and document functional and technical requirements ensuring alignment with program and project goals.
  • Review Interpret and edit information gathered from multiple sources including Business Requirements
  • Documents technical documents project scopes deliverables spreadsheets reports plans schedules specifications and other documents to validate and transfer information into corresponding contracting and procurement vehicles.
  • Evaluate information to reconcile conflicts decompose highlevel information into detail abstract up from lowlevel information to a general understanding and distinguish user requests from the underlying true needs.
  • Serve as a conduit and liaison between the business units and technology teams translating needs between various stakeholders at various levels in and outside the organization.
  • Develop requirements specifications according to standard templates using natural language for medium to enterprise level systems.
  • Adhere to best practices for document organization version control and accessibility to ensure efficient knowledge sharing across departments.
  • Support the development of knowledge bases and internal portals for easy access to technical materials.
  • Ensure all documentation aligns with NYCDOE policies legal regulations and compliance requirements.
  • Work effectively with crossfunctional teams to meet project goals and deadlines particularly in an environment of uncertainty or ambiguity.


Requirements

MANDATORY MINIMUM QUALIFICATIONS

The successful candidate must have minimally achieved the following level of experience:
  • Minimum 5 years of Experience of technical writing or business analysis experience
  • Minimum 5 years of Experience working with Microsoft Office products such as MS Project MS Access Visio PowerPoint Excel and Word.
  • Minimum 5 years of Experience in information technology software or related industries
PREFERRED QUALIFICATIONS
  • Prior public sector government technology or education industry/project experience
  • Excellent oral and written communication skills; ability to communicate in a credible and confident manner at all levels in the organization especially on technical issues to a nontechnical audience
  • Ability to synthesize complex information and present it in a clear concise format
  • Detailed and processoriented
  • Bachelors degree in computer science from an accredited college or related degree
