HSE MANAGER - Rotterdam

For a leading Italian firm active in the Oil Energy MEP and Infrastructure industry sectors we are currently seeking for an accomplished HSE Manager to be involved in the NESTE Growth Capacity Project located in Rotterdam.

The HSE Manager will oversee health safety and environmental protocols. This role is crucial in managing the expansion of the biorefinery focusing on enhancing sustainable aviation fuel production and other renewable resources aiming to ensure safety minimize environmental impact and comply with all regulatory standards.

Tasks

• Risk Management: Implement comprehensive safety measures to prevent incidents and accidents by controlling risks at the site.
• HSE Plan and Documentation: Participate in the completion of the Site HSE Plan maintain HSE documents and manage daily inspection reports covering weld inspections material inspections and more.
• Training and Compliance: Oversee HSE orientation training programs weekly HSE talks and ensure all site personnel adhere to safety regulations. Act as a Fire Marshall to conduct training drills and inspections.
• Environmental and Health Oversight: Manage environmental control measures waste management and site health requirements ensuring all operations comply with sustainable practices and health standards.
• Emergency and Incident Management: Lead emergency management procedures participate in incident detection reporting analysis and ensure robust response strategies are in place and followed.
• Regulatory Compliance and Auditing: Monitor HSE performance to ensure compliance with relevant industry regulations and standards conduct safety audits and liaise with external organizations like regulatory bodies and safety consultants.

Requirements

• Education: A Bachelors degree in Safety Engineering Environmental Science or a related field. Advanced degrees or certifications such as a CWSIP Visual Welding Inspector or TV QM Representative are highly advantageous.

• Experience: Proven experience in HSE management within the oil gas or energy sector with a strong background in overseeing largescale industrial or construction projects.

• Skills: Extensive knowledge of industry regulations and standards skilled in risk assessment emergency response and capable of leading HSE initiatives. Excellent communication leadership and problemsolving skills are essential. Proficiency in English is required. Dutch knowledge is advantageous.

• Certifications: The successful candidate must hold all primary HSE certifications. Specifically in the Netherlands an HSE Manager should possess:

• VCA Certification (SCC in Dutch): Vital for those working in hazardous environments like construction or petrochemical industries confirming knowledge in safety health and environment practices.

• NEBOSH International General Certificate: Widely recognized and provides a solid foundation in health and safety principles.

• IOSH Managing Safely: Focuses on practical safety management that can be applied in the workplace.

• Other relevant certifications might include specific Dutch certifications like BVCA for operational staff and VOLVCA for managers which are standard for safety certification in the Netherlands. GWO certifications such as Working at Heights Fire Awareness First Aid and Manual Handling are preferred.

This role is critical for the success and safety of the NESTE Growth Capacity Project. The HSE Manager will lead efforts to ensure all operations are conducted safely and sustainably.
