Description:
Programme Manager Enterprise Change & Regulatory Delivery
- Accountable for end to end delivery of complex high risk programmes within a Tier 1 banking environment (typically large scale multi year initiatives).
- Manage programme funding and resourcing ensuring alignment to approved budgets and delivery timelines.
- Create and drive plans to achieve FSA outcomes working closely with all key stakeholders including Architecture Cyber Security Infrastructure and Platform teams.
- Coordinate and manage Proof of Concept (PoC) timelines ensuring clear entry/exit criteria and stakeholder alignment.
- Lead the development and delivery of solution proposals ensuring technical commercial and risk considerations are fully addressed.
- Lead delivery across multiple interdependent business and technology workstreams ensuring alignment to strategic and regulatory objectives.
- Operate confidently within highly regulated environments adhering to governance risk and control frameworks.
- Provide regular clear and credible CxO level reporting including updates to senior executives and governance forums.
- Act as a trusted delivery partner offering objective challenge and informed recommendations at senior leadership level.
- Coordinate closely with Risk Compliance Audit and Control functions to ensure ongoing regulatory alignment.
- Support and contribute to regulatory driven initiatives and regulator facing programmes where required.
- Ensure programmes remain audit ready with clear documentation delivery artefacts and decision traceability.
- Manage programme scope milestones dependencies and delivery outcomes across internal teams and third party suppliers.
- Proactively identify assess and mitigate delivery operational and regulatory risks.
- Ensure alignment between programme delivery and operational readiness including transition into BAU.
- Translate complex initiatives into clear structured plans and actionable outcomes.
- Balance pace of delivery with appropriate risk resilience and control considerations.
- Demonstrate strong leadership presence in high pressure high visibility environments.
- Communicate with clarity precision and authority tailoring messaging for senior and executive audiences.
- Mandarin language capability is a mandatory requirement for this role.
- Prior HSBC experience is highly desirable; alternatively strong experience within large scale banking or financial services organisations.
