Division Overview
The Housing Management Division (HMD) manages 3229 public and affordable housing units located at 68 sites serving more than 6500 residents. HMD generates and utilizes the resources of the LACDA to provide quality affordable housing and expand opportunities to improve the quality of life in housing developments through the involvement of employees residents and community partners. HMD also implements and administers various funds for the improvement and modernization of the public housing developments and utilizes various grants to provide needs-based services to public housing residents including at-risk youth and their families.

Position Overview
Under general supervision learns to and performs a wide variety of unskilled to semi-skilled maintenance and repair duties related to the care and maintenance of assigned buildings facilities equipment and grounds; inspects assigned facilities grounds and equipment for maintenance issues; assists with special projects; operates a variety of manual and power tools; performs related duties as assigned.

ESSENTIAL JOB DUTIES

The below statements are intended to describe the general nature and scope of work performed by this position. This is not a complete listing of all responsibilities duties and/or skills required.   • Performs routine to semi-skilled facilities maintenance and repair duties on Authority residences in a variety of trades including plumbing electrical painting drywall carpentry concrete HVAC and appliance installation and repair.
  • Receives and responds to work order requests; performs maintenance and repair work in occupied units for regularly scheduled maintenance and at the request of residents.
  • Inspects vacated units to identify maintenance and repair issues and appropriately marks areas that need to be repaired to prepare for new tenancy; performs necessary repairs and changes locks.
  • Performs routine maintenance and repair work on vacated units including cleaning of fixtures appliances walls windows and floors; repairs and replaces hardware fixtures appliances cabinetry sinks toilets electrical components and related equipment.
  • Troubleshoots and repairs a variety of residential appliances including but not limited to water heaters furnaces ovens stoves and ranges.
  • Maintains and repairs concrete by operating concrete cutting and breaking equipment such as a jackhammer; constructs concrete forms pours concrete and assists in finishing concrete and masonry work.
  • Installs sets and maintains bait stations for the control and elimination of pests and vermin.
  • Assists skilled staff and/or contractors performing skilled work and complex rehabilitation projects on Authority properties as directed; identifies discrepancies in work performed by contractors and notifies supervisor as needed.
  • Maintains exterior elements of facilities including but not limited to graffiti trash and bulky item removal and power washing sidewalks and trash enclosures; and ensures maintenance yard is clean and orderly.
  • Operates and maintains vehicles and a variety of hand and power tools and equipment related to the maintenance and repair of residential systems and facilities.
  • Maintains accurate logs and records of work performed and materials and equipment used.
  • Observes safe work methods and makes appropriate use of related safety equipment as required.
  • Responds to public inquiries in a courteous manner and provides information within the area of assignment.
  • Responds to after-hour requests for service and emergencies as needed.
  • Performs other related duties as assigned.

QUALIFICATIONS

Essential Knowledge and Abilities:


Knowledge of:

  • Principles practices methods equipment materials and tools used in maintenance and repair of residential buildings and facilities.
  • Plumbing electrical carpentry appliances and mechanical systems in residential buildings.
  • The operation and routine maintenance of a variety of hand and power tools vehicles and light power equipment.
  • Occupational hazards and safety equipment and practices related to the work.
  • Principles and procedures of basic record-keeping and reporting.
  • Safe driving rules and practices.
  • Applicable federal state and local laws codes regulations and ordinances as well as industry standards and best practices relevant to the assigned area of responsibility.
  • Techniques for providing a high level of customer service by effectively dealing with the public vendors contractors and Authority staff.
  • The structure and content of the English language to effectively perform the work.

Education and Experience:
Any combination of education and/or experience that provides the required knowledge skills and abilities to perform the essential functions of the position. Additional experience as outlined below may be substituted for required education on a year-for-year basis.

Education:
  • Equivalent to the completion of the twelfth (12th) grade.
Experience:
  • Two (2) years of responsible experience performing unskilled or semi-skilled facilities maintenance and repair or construction work.


Desirable Qualifications:
Desirable Qualifications are used to identify relevant knowledge skills and abilities as determined by business necessity.   • Experience maintaining and repairing residential properties or building facilities.
  • Experience working with residential property management systems or maintenance tracking software.
  • Experience working in large-scale rehabilitation or renovation projects.
  • Experience operating a variety of hand and power tools safely and efficiently.
  • Experience working with pest control or hazardous materials management.
  • Experience managing multiple work orders or maintenance requests simultaneously.
  • Certification or training in specific trades such as plumbing electrical HVAC or carpentry (e.g. completion of relevant courses apprenticeships or possession of trade licenses).
Licenses and Certifications:
  • Possession of a valid California Drivers License to be maintained throughout employment or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL DEMANDS
Must possess mobility to work in the field; strength stamina and mobility to perform medium to heavy physical work; to sit stand and walk on level uneven or slippery surfaces; frequently reach twist turn kneel bend stoop squat crouch grasp and make repetitive hand movement in the performance of daily duties; to climb and descend ladders to operate varied hand and power tools and equipment and to operate a motor vehicle and visit various Authority sites; and vision to inspect and operate equipment. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards which may include working on live electrical wires. Finger dexterity is needed to operate and repair tools and equipment. Employees must possess the ability to lift carry push and pull materials and objects averaging a weight of 50 pounds or heavier weights in all cases with the use of proper equipment and/or assistance from other staff.

ENVIRONMENTAL ELEMENTS
Employees work in the field and are exposed to loud noise levels cold and hot temperatures inclement weather conditions road hazards vibration chemicals mechanical and/or electrical hazards hazardous physical substances insects vermin and fumes dust and air contaminants. Part-time experience will be evaluated on the basis of its fractional equivalent of a 40- hour workweek. All required experience must be paid.

Salary Compensation

Salary compensation is determined based on qualifications which include experience education knowledge skills and abilities. Initial salary placement typically falls between the start and mid-point of the posted range. Promotional hires receive a standard promotional increase. New hires cannot start at the maximum of the posted range. Upon employment regular full-time employees become eligible for annual merit-based salary increases contingent upon their performance ratings provided there is room within the established salary range.

Conditions of Employment

Candidates selected from the process will receive an offer of employment contingent upon the successful completion of satisfactory reference checks a post-offer medical examination a criminal background check and a driving record check. Background and driving record check information will be considered in determining the applicants suitability for the position.
