Job Summary

Roles/Responsibilities:

  1. Provide end-to-end project management for vendor-supported healthcare and laboratory systems including requirements gathering solution design implementation testing training deployment and post-production support.
  2. Coordinate and manage software vendors implementation partners consultants and internal County stakeholders throughout the project lifecycle.
  3. Perform system administration and configuration activities for supported applications as required.
  4. Lead business process analysis requirements documentation workflow reviews and system configuration discussions with department staff.
  5. Manage data conversion system integration interface development and interoperability efforts between enterprise systems.
  6. Coordinate testing activities including unit testing system testing interface testing user acceptance testing and validation of production readiness.
  7. Develop and maintain project plans status reports risk registers issue logs and executive communications.
  8. Create and support custom reports and dashboards using tools such as Crystal Reports SSRS Power BI or similar reporting platforms.
  9. Provide user training documentation and knowledge transfer for business and technical staff.
  10. Coordinate infrastructure and security requirements with County IT teams including server provisioning networking identity management backups disaster recovery and cybersecurity reviews.
  11. Support production operations by troubleshooting issues coordinating vendor escalations managing system enhancements and ensuring service continuity.
  12. Ensure compliance with County policies and applicable healthcare regulations related to data privacy security records retention and audit requirements.

Mandatory Skills: N/A

Desirable Skills:

  1. 7 years of IT project management experience with preference given to candidates with 10 years.
  2. Experience implementing upgrading or supporting LIMS EHR public health behavioral health or laboratory information systems.
  3. Knowledge of healthcare data exchange standards including HL7 FHIR CCD/C-CDA and interface engine technologies.
  4. Familiarity with HIPAA HITECH healthcare privacy and security requirements and regulatory compliance standards.
  5. Experience managing SaaS/cloud-based enterprise applications and vendor relationships.
  6. Experience with data migration system integration user acceptance testing (UAT) validation testing and production support.
  7. Strong stakeholder management skills with both technical and non-technical audiences.
  8. PMP certification and/or healthcare IT certifications are preferred.
