Description of Work

The Engineer III is a technical and engineering advisor to the Chair of the Environmental Management Commission (EMC) and reports to the Director of the Management Commission. This position will provide engineering analysis and regulatory advice on a full range of matters concerning North Carolinas environmental regulatory programs with a focus on water-related issues including but not limited to stormwater wastewater and water-related permitting programs.

The position supports the EMCs direct and delegated responsibilities by providing engineering review of DEQ rulemaking proposals permit program assessments and technical analyses bearing upon the Commissions statutory obligations.

Other Key Responsibilities:

Review proposed rules engineering design standards and technical criteria for regulatory sufficiency and technical integrity including fiscal notes and engineering assumptions embedded in rulemaking packages.

Conduct independent assessments of permit programs technical guidelines and engineering standards delegated by the Commission to DEQ identifying gaps in Commission oversight and recommending corrective action.

Analyze engineering submittals modeling studies and technical reports bearing upon matters before the Commission and prepare written assessments suitable for executive decision-making.

Track proposed federal regulatory actions and scientific developments bearing upon EMC program areas and alert the EMC to technical implications and regulatory risks.

Convey engineering principles regulatory analysis rulemaking implications and strategic options for executive decision-makers.

Evaluate treatment system designs effluent characterization studies and nutrient loading analyses associated with NPDES point-source permitting matters assessing consistency with water quality standards

Analyze technical documents bearing upon impaired-waters assessments TMDL methodologies and proposed standards revisions and prepare written assessments identifying technical deficiencies for Commission deliberation.

Track and assess emerging contaminant developments as they bear upon North Carolinas water programs; evaluate the engineering and scientific basis for proposed monitoring and regulatory response measures.

The Environmental Management Commission:

The Environmental Management Commission is a 15-member commission appointed by the Governor the Senate Pro Tempore the Speaker of the House and Commissioner of Agriculture. The Commission is responsible for adopting rules for the protection preservation and enhancement of the states air and water

resources. Commission members are chosen to represent various interests including the medical profession agriculture engineering fish and wildlife groundwater air and water pollution control

municipal or county government and the public at large.

The Commission oversees and adopts rules for several divisions of the Department of Environmental Quality including the Divisions of Air Quality Land Resources Waste Management and Water Resources.

The creation duties and powers of the Environmental Management Commission are found in among others N.C.G.S. 143B282 and 143-214.1.

This position currently qualifies for a hybrid telework option with routine office and remote workdays. Minimum Education and Experience

Bachelors degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.

A valid drivers license is required.
