To support the Lead Quality Engineer in implementing and monitoring the Project Quality Management System and contractor compliance across the GTS-1 22 km x 36-inch Pipeline Re-routing Program coordinating field QA/QC activities (welding coating civil/structural and installation) to achieve flawless project delivery in line with the Companys quality requirements.
Main Accountabilities Quality Assurance & Compliance
Procedure Enforcement: monitor all construction activities and materials to ensure strict compliance with approved drawings specifications and Inspection and Test Plans (ITPs).
Document Control: review detailed inspection and testing procedures ensuring all quality functions adhere to approved documented guidelines.
Audit Execution: conduct risk-based audits and field spot checks to verify implementation of approved strategies and procedures across the program.
Reporting & Stakeholder Communication
Daily Reporting: collate daily field inspection reports and distribute them to relevant stakeholders in a timely manner.
Performance Analysis: compile and present comprehensive quality performance reports on a weekly monthly quarterly or ad-hoc basis as required by management and the Lead Quality Engineer.
Non-Conformance & Risk Management
NCR Management: raise Non-Conformance Reports (NCRs) for site violations and actively track their resolution.
Corrective Actions: monitor and document Corrective and Preventive Actions (CAPA) to closure.
Continuous Improvement: identify process gaps assess risks and recommend actionable improvement initiatives.
Technical Oversight & Change Control
Change Management: ensure all technical modifications are reviewed and validated by Subject Matter Experts (SMEs) prior to execution on site.
Inspection Coordination: coordinate the activities and outputs of the Welding Inspector Field Joint Coating Inspector and supporting inspection personnel to ensure consistent quality coverage.
Stakeholder Engagement: with the support of the Lead Quality Engineer manage day-to-day quality stakeholder relationships across the project team contractors vendors and third parties to align on quality expectations and resolve issues at the work front.
Technical Change Management: support the operationalization of the Project Technical Change Management (TCM) process ensuring that field changes are adequately identified captured documented and routed for review and approval before implementation.
Action Close-out: track open actions arising from technical changes and ensure they are closed out on time escalating overdue or at-risk actions to the Lead Quality Engineer.
Quality Observation Reporting (PQOR)
Raise Observations: raise Project Quality Observation Reports (PQORs) for observed quality issues deviations near-misses and improvement opportunities at the work-front.
Follow-through: follow through on PQORs monitoring assigned actions and verifying that observations are effectively addressed.
Timely Closure: ensure PQORs are closed out within agreed timeframes and share recurring themes and trends with the Lead Quality Engineer and the Project Quality Delivery Team.

Qualifications Certifications & Experience
A university degree (./HND) in any Engineering discipline.
7 years experience in Quality Assurance / Quality Control.
ISO 9001:2015 Lead Auditor certification.
Welding/coating inspection certification e.g. AWS CWI / CSWIP and/or AMPP Level 2 or equivalent (minimum Level 2).
Strong knowledge of API ASME ISO and ASTM standards.
Expertise in quality control and inspection processes and sound understanding of quality assurance and quality management principles.
Previous oil & gas industry experience with a track record of supporting engineering / inspection projects.
Working knowledge of the Microsoft Office suite and valid OPITO / BOSIET or equivalent.
