CQV Manager
Location: On site in Yamagata Japan.
Project duration: 1-2 years
Project Type: Greenfield Oral Solid Dosage (OSD) Manufacturing Facility

Responsibilities:
- Attendance at the Project kick-off meeting to establish and agree and confirm organization roles and responsibilities mobilization and early activities in line with the overall CQV Execution Plan.
- Identification development and management of the preparation of a regular Project Reporting and a Project Execution Plan that addresses all necessary Project management requirements for example: Project policies Project procedures plans integration and implementation strategies training policies control systems for the Project including progress cost communications documentation time and work measurement accounting. estimating change control.
- Develop and support board reporting and presentations if required.
- Establishing managing and maintaining all Project support services including offices and facilities work tools IT and communications hardware and software and all items necessary for the functioning of the IMT at CQVs consultant home offices. The CQV consultant shall ensure by adding relevant clauses in the ITB that EPC contractor provide such support services while IMT is working at their respective offices.
- Supervising EPC contractors implementation of the Team Building / alignment Programs. Ensuring that Project execution requirements are both communicated to and understood by all parties whilst recognizing the need to implement best experience to the optimum benefit of the Project.
- Reviewing and managing the deliverables from EPC contractor and other vendors ensuring that all the required scopes of work for the Project are covered and that interfaces and battery limits are fully identified with responsibilities and deliverables being clearly defined.
- Together with the Client review and manage any services being supplied by others outside of the Project boundaries to ensure timely execution and interface with the Project and ensure that information flow between respective parties is mutually supportive.
- Oversee and monitor the management of all aspects of Engineering and Execution in accordance with the standards set out in the Project Execution Plan.
- Managing the evaluation and development of Project strategies for EPC contract execution that fully recognize the market and conditions.
- Reviewing and managing EPC contractors manpower mobilization and resources allocation against their respective workloads individual program of work and tile Project Master Schedule for all CQV activities.
- Participate in and manage all actions resulting from regular progress meetings with EPC contractor commenting on their monthly reports. identifying any problem areas and initiating corrective actions.
- Managing the certification and processing of EPC contractor invoices with respect to their achievement of milestones and physical progress as stipulated in the respective contracts.
- Assist for any claims for changes in the work asserted by EPC contractors. Where changes are agreed verifying that they are executed in accordance with the scope of work specifications Project schedule and contract payment terms as agreed.
- Managing Project correspondence. including electronic correspondence. circulation of information to Project participants and interpretation. clarification and maintaining records of all correspondence as required for CQV phase.
- Manage Quality and Schedule in accordance with the objectives of the Project.
- Monitor and manage safety in all areas and aspects of Project execution by all project participants.
- Manage the provision of any EPC contractor estimates and estimating techniques to the standards and requirements of the agreed Project Execution Plan.
- Provision of any reports required by any of the Project lending entities including the evaluation of predicted total installed costs and responding to requests for information by any lending entity representative or Client. All contracts with lenders shall be through Client representatives.
- Monitor the development of engineering strategies procedures and work processes to identify and implement cost saving and optimisation opportunities engineering standardization quality time cost and safety benchmarking a value engineering program integrated operating plan for the Project including plant interconnection start-up sequence operating and shutdown philosophies optimisation of infrastructure off-sites and utilities Project and process design conditions standards and codes Japan requirements for design execution documentation permitting and operation Quality standards and procedures Safety Health and Environmental codes. standards and regulations Numbering systems for plant areas and equipment items piping and instrumentation items roads buildings and all documentation.
- Carry out verification of the basic design criteria Project and engineering design bases process and utilities requirements etc. so that work can then proceed on developing the Engineering package and other early engineering requirements.
- Review all CQV relevant engineering documents such as Process Flow Diagrams P&IDs plot plans hazardous area classification One Line Diagrams Building arrangements and design etc.
- Review contractors provision of process and mechanical data sheets for equipment items including any input by specialist suppliers.
- Review all relevant equipment items indicated by Technology Providers process designers etc. through design development. requisition and enquiry vendor selection through manufacture ongoing inspection completion testing release from vendors works and installation.
- Review equipment for compliance with the specifications and review Vendor drawings as necessary and EPC contractors comments and check that comments are being incorporated.
- Review EPC contractors calculated utility consumption / production figures and compare to utility balances.
- Review EPC contractors updated material balances of effluent streams and compare to material balances developed during detailed engineering. Verify that effluent treatment plant capacity is adequate and that EPC contractors designs comply with environmental requirements set out in the specifications.
- Review all detailed engineering work by specialist disciplines to verify that it is developed in accordance with the specifications.
- Review any EPC contractor requests to deviate from the Project standards and specifications including resolving any conflicts between the standards codes or specifications etc. and review any EPC contractor additional specifications.
- Review EPC contractors engineering for compliance with requirements of client technology. Participate in all reviews including HAZOPs and other Safety Reviews. Model Reviews etc. with Vendors EPC contractor and Client as required.
- Review all critical engineering documents when issued and check other documents in accordance with the guidelines set out in the various Agreements with respect to document review by Client.
- Review technical content of claims for changes in the work.
- Monitor production of Design Books Operating Manuals and Catalogues of Vendor information etc.
