GENERAL POSITION SUMMARY
The Financial Planning and Analysis (FP&A) Analyst supports the FP&A Manager in developing and executing South Metro Fire Rescues budgeting forecasting and procurement strategies consistent with organizational values. This position performs financial and business analyses to provide insights and recommendations that drive the financial performance of SMFR. This includes developing budget proposals balancing tracking and auditing accounts and monitoring financial and statistical information.

Supports the FP&A Manager with the annual budget process for SMFR; assists the FP&A Manager with working with Assistant Chiefs Bureau/Battalion Chiefs and SMFR Managers to develop sound budget proposals that align with the SMFRs mission and goals.
Assists the FP&A Manager in working with Assistant Chiefs Bureau/Battalion Chiefs and SMFR Managers to understand the drivers behind the financial results of each business unit; develops an understanding of the impact of problems across SMFR and facilitates collaborative solutions and process improvements.
Leverages technology to streamline and enhance the forecasting and budgeting process.
Maintains and reviews SMFR revenue and expenditures; balances and audits accounts for appropriate use of funds and makes necessary adjustments; confers with managerial staff to ascertain reasons and correct problems.
Develops monitors and maintains complex financial and statistical information and reports to provide accurate and timely financial recommendations for decision-making purposes.
Provides ongoing financial modeling and analysis expertise; identifies and analyzes key economic and operational trends and indicators that affect District resources; reviews analyzes reconciles and maintains assigned funds budgets accounts and contracts.
Assists in overseeing encumbrances and budget control; makes budget transfers as needed and conducts periodic cleanup of outstanding encumbrances.
Tracks monitors and reports on grant expenditures and performance metrics in collaboration with program and finance teams; assists in the grant closeout processes and responds to audit inquiries.
Works in collaboration with the Procurement Specialist to maintain a centralized contract management system and ensure accurate recordkeeping; assists with inputting requisitions to ensure drawdown of contract capacity; inputs change orders and updates purchase orders as needed; monitors adherence to procurement policies and best practices across the organization.
Designs develops and maintains process to improve advance or simplify data gathering and/or reporting and analytics; automates new and existing reporting by using various software tools and develop new management reports to support SMFRs needs.
Provides support and monitors D365 system issues; executes test scripts; troubleshoots system issues with external consultants and IT.
Assists with audit preparation and ensures accounting accuracy via reconciliation and compliance.
Identifies potential areas of opportunity for business process improvements; compares best practices and analyzes and/or estimates financial impact of the improvements.
Drives operational efficiencies by implementing process and/or policy enhancements that create improved controls and service levels.
Manages and participates in internal projects as needed.
MINIMUM QUALIFICATIONS
EDUCATION EXPERIENCE LICENSES & CERTIFICATIONS (An equivalent combination of education training and experience that demonstrates the ability to perform the duties of the position is qualifying.)
Bachelors Degree in accounting finance or a closely related field. Masters Degree ispreferred.
Minimum of four (4) years of increasingly responsible experience in accounting or finance.
Experience in governmental accounting preferred.
Possess and maintain a valid Colorado Drivers license with an acceptable driving record inaccordance with the SMFRs Driving Records Policy.
Must obtain CPR certification within one (1) year of hire.
NECESSARY KNOWLEDGE SKILLS AND ABILITIES
Knowledge of generally accepted accounting and finance principles (GAAP).
Knowledge of governmental accounting concepts and principles.
Knowledge of budgetary concepts and principles.
Ability to apply principles and practices of fiscal statistical and administrative record keeping and reporting.
Ability to provide a high level of customer service by effectively dealing with the public vendors contractors and SMFR staff.
Strong organizational skills and ability to effectively manage multiple priorities.
Strong communication and presentation skills.
Ability to analyze financial data and prepare reports forecasts and recommendations.
Ability to read interpret and present complex financial reports.
Advanced excel skills including familiarity with writing macros and visual basic.
Knowledge of report writing tools such as PowerBI and Tableau.
Knowledge of applicable federal state and local laws and regulations.
Ability to maintain confidentiality and be discreet in handling and processing confidential information and data.
Ability to maintain a variety of filing record-keeping and tracking systems.
Ability to use modern business equipment including a computer system and a variety of software applications.
Ability to establish positive and effective working relationships with those contacted in the course of work.
Ability to work independently and set priorities.
