TITLE: DIRECTOR MAINTENANCE AND FACILITIES

JOB DESCRIPTION:

The Director of Maintenance and Facilities is responsible for planning organizing and directing the maintenance department repair and alteration of district buildings and grounds; serving as the district representative in planning and developing facilities and new construction; ensuring that jobs are completed efficiently and within regulatory guidelines and projected deadlines; managing the annual budgets for the designated departments; district level support for custodial staff; and ensuring optimal utilization of personnel and other resources within the designated departments.

QUALIFICATIONS:

  1. Bachelors Degree in Architecture Engineering Construction Management or closely related field preferred.
  2. Any combination equivalent to:high school diploma or GED Certificate
  3. Must hold a valid Kentucky Drivers License.
  4. Five years of increasingly responsible experience in building maintenance and construction which involved facility planning construction maintenance and operations.
  5. Experience in a school district environment is preferred.

REPORTS TO:Designated Chief Officer

ESSENTIAL FUNCTIONS DUTIES EXPECTATIONS:

  1. Plan organize coordinate and oversee day-to-day maintenance activities to ensure the proper and efficient maintenance and repair of District buildings and facilities.
  2. Train supervise and evaluate the performance of assigned maintenance and skilled trade staff; assign and review work and participate in the selection of new personnel as assigned.
  3. Develop and prepare work schedules; review maintenance reports and work orders; prioritize and coordinate duties and assignments to assure effective work flow and facilitate operations; coordinate responses to emergency calls.
  4. Provide district-level support for custodial staff including but not limited to training hiring determining work assignments in conjunction with building principal.
  5. Prepare and maintain records files logs and reports related to personnel inventory supplies work requests work performed and safety issues as assigned.
  6. Conduct inspections of buildings and facilities to determine maintenance and repair needs and quality of work performed; recommend the removal of fire safety or health hazards including asbestos-related issues; instruct staff in safe work practices.
  7. Participate in the establishment and implementation of a systematic preventive maintenance program; investigate vandalism as necessary.
  8. Assist in determining needed equipment materials and supplies for the District maintenance operations; requisition a wide variety of supplies maintenance tools and equipment. Communicate with vendors contract and inspectors regarding maintenance operations and activities materials specifications scheduling and District policies and procedures.
  9. Conducts regular communication meetings with designated staff.
  10. Serve as district point of contact for construction projects; provide feasibility studies and cost estimates for potential projects.
  11. Provide oversight and management of capital improvements new construction and renovation projects while working with appropriate design professionals.
  12. Routinely submit written and oral reports or presentations concerning departmental functions related to maintenance facilities and construction.
  13. Inspect job sites to ensure compliance with the defined scope of work.
  14. Engineering Plan Organization and Scanning.
  15. GIS (District utilities mechanical equipment major assets).
  16. Acts in accordance with the by-laws and policies as set forth by the Owensboro Board of Education KRS and KAR and applicable Federal laws and regulations.
  17. Demonstrates loyalty and dedication to the purposes and goals of the Owensboro Public Schools.
  18. Perform related duties as assigned by Supervisor and/or Superintendent.

CRITICAL SKILLS/EXPERTISE REQUIRED:

KNOWLEDGE OF:

  1. Methods materials and equipment used in the various building maintenance trades such as carpentry plumbing electrical heating and ventilating and air conditioning as assigned.
  2. Building construction practices and laws governing the construction and repair of public buildings.
  3. Appropriate safety precautions and procedures.
  4. Health and safety regulations.
  5. Applicable State County and City laws codes and regulations related to building and grounds maintenance operations policies and objectives.
  6. Oral and written communication skills.
  7. Record-keeping techniques.

ABILITY TO:

  1. Plan organize schedule assign and review maintenance work.
  2. Train supervise and evaluate personnel.
  3. Prioritize and schedule work.
  4. Read interpret and work from construction drawings and blueprints.
  5. Estimate materials and labor costs.

WORK ENVIRONMENT:

Subject to both indoor environmentally controlled and outdoor environments. Typical office environment including but not limited to telephones personal interruptions background noises. Travel amongst building locations required. Will require working with or near the public parents and children and will be subject to sounds scents and other related environmental factors. This position will require dealing with conflict and requires use of sound judgment.
