Purpose

The Business Outreach Specialist-Bilingual monitors theimplementation of the Local Business Action Teams recommendations bringinggreater efficiency transparency and accessibility to the licensing process.

Essential Functions

COMMUNITY OUTREACH

  • Act as liaison between local businesses license and permit applicants trade and industry organizations neighborhood groups and local governmental agencies relative to the administration and issuance of individual and business licenses and permits granted by the Common Council-City Clerk and Commissioner of Health.
  • Establish and maintain collaborative relationships with external stakeholders; provide group and individual training.
  • Coordinate and lead external and internal stakeholder work groups to evaluate existing policies programs documentation and processes relating to license and permit administration make recommendations for improvement and assist in implementation.
  • Provide ongoing translation support for License Division materials.
  • Develops schedules and publishes content across organizational social media platforms to inform the public of programs services and events; monitors analytics to assess reach and refine content strategy.
  • Leverage social media and digital tools to disseminate timely information respond to public inquiries and translate complex topics into accessible content for diverse audiences.

TECHNICAL ASSISTANCE/ANALYSIS

  • Provide technical assistance to task forces and ad hoc bodies by conducting background research gathering pertinent data preparing reports and serving as a subject matter resource.
  • Develop outreach educational and training methods initiatives materials and a multi-media approach relating to license and permit administration.
  • Stay informed on licensing matters including city ordinances state statutes and regulations and any changes that may be adopted and have an impact on the program.
  • Analyze data prepare reports and supporting materials and assist in drafting legislation relating to license and permit administration.
  • Prepare reports and other written and website communication relating to program activities and accomplishments.
  • Utilize Geographic Information System (GIS) computer mapping for reports and data analysis.
  • Investigate and resolve customer service concerns and enforce standards and regulations related to licensing.

ADMINISTRATIVE

  • Provide administrative support in the management of office functions relative to the administration issuance of licenses and permits.
  • Assist in administering the License Division outreach programs.
  • Handle special projects and additional administrative tasks.

SPANISH/ENGLISH INTERPRETATION

  • Provide Spanish-English interpretation.
  • Provide bilingual customer service to the public during in-person and telephone interactions.
  • Translate written materials and documents to create Spanish language versions.

Conditions of Employment

  • Must work evenings and weekends within a flexible 40-hour work week when necessary.
  • Required to file a statement of economic interests in accordance with the Milwaukee Code of Ordinances Chapter 303-Code of Ethics.

Minimum Requirements

  1. Bachelors degree in business public administration economics political science urban affairs urban planning or a closely related field from an accredited college or university.
  2. Three years of experience administering licenses/permits or developing educational materials in a governmental or business environment.
  3. Bilingual in Spanish and English including the ability to provide both translation and interpretation.
  4. The ability to travel independently throughout the City of Milwaukee by public transportation walking bicycling or driving.

Equivalent combinations of education and experience may alsobe considered.

Knowledge Skills Abilities & Other Characteristics

Technical

  • Knowledge of social media platforms algorithms and audience behaviors including how different formats (video static images stories longform posts) perform across channels.
  • Familiarity with social media analytics tools and key performance metrics (engagement rate reach impressions clickthrough rate) to evaluate content effectiveness.
  • Knowledge of documentproduction principles including layout conventions readability standards and formatting requirements for printed and digital materials.
  • Understanding of organizational branding guidelines including tone terminology and required elements (logos disclaimers accessibility standards) to ensure consistency across materials.
  • Ability to read and apply municipal government licensing permitting and regulatory practices.
  • Ability to read and apply written materials including laws statutes regulations and ordinances.
  • Proficiency in the use of Microsoft Office (Microsoft Word Excel and Outlook) and the ability to learn other job-related database applications.

  • Verbal communication skills to effectively share information with a variety of individuals.
  • Ability to use social media platforms to communicate information at scale effectively.
  • Ability to establish and maintain effective relationships with the public departmental personnel and elected officials.
  • Ability to work cooperatively effectively and fairly with co-workers and residents whose backgrounds may differ from ones own.
  • Ability to prepare written reports and other correspondence used for clear and concise communication of information in both Spanish and English.
  • Ability to proofread written documents for proper writing conventions including spelling grammar and punctuation.

Bilingual Communication

  • Ability to communicate effectively verbally with customers in both English and Spanish.

  • Written communication skills in both English and Spanish including the ability to accurately record information and prepare correspondence.
  • Ability to understand and follow instructions in English and Spanish both written and verbal.
  • Ability to present to large groups of people and the public in Spanish and in English.

Current Salary

The current salary range (Pay Range 2KX) is$77551-$101665annuallyand the resident incentive salary range for City of Milwaukee residentsis$80653-$105731annually.Appointment above the minimum ispossible based upon level of experience and other qualifications and is subjectto approval.

Any employee who holds a position designated as bilingual inthe Positions Ordinance shall be paid an additional $2.00 per hour.
